 Title  The destiny of local finance in Belarus: centralization or decentralization?

Actual issues of a local finance management and intergovernmental fiscal relations in Belarus are concerned. In the first section of paper the legislation base of Belarus Local finance is focused by the author. The governmental tiers and the main laws in local finance sphere are considered. A weakness of economic and financial administration at the bottom level of management is marked by author.

In next section the overview of public finance including strong and weak sides are concerned. The expenditure assignment and revenue one focused in that section. The author pointed out that the expenditure functions not provided with funding are assigning to local budgets very frequently. The independent Local Government revenues sources are analyzed. Author summarize that more taxing power should be given to Belarus local government system.

In general section a major issues in local financial management and intergovernmental fiscal relations are focused. There are fiscal decentralization conception issues, the issues of dividing of financial system on a local system and central one, the issues of local financial autonomy, the problems of new Laws in Local finance sphere, including Budget Code are to be introduce, the issues of financial equalization which should be based on new transparent formula. The proposals concerning how to resolve main problems in local financial management and intergovernmental fiscal relations are concerned in the following section. The stated problems both from the theoretical and practical position are examined by the author.

In final part of paper the conclusion are presented. The scripts of the future development of a local finance management and intergovernmental fiscal relations are stated in the nearest future.
