Abstract  
  
The process of European integration, its enlargement to the East and Baltic countries and willingness of Ukraine to join EU is accompanied by the formation of common educational and scientific space and implementation of common criteria and standards in this field.
In the paper we will propose to make a shift to administration structure, which is based upon system-functional principles and educational activity directions: personnel provision, implementation of new progressive forms and methods of education, economic activity, informational-analytical activity, independent inspector’s control. To achieve this goal the guardian councils of different levels can be created and delegated functional responsibilities, which as a rule belong to state government bodies.
We will in particular look at the objective of increasing the international competitiveness of our educational system. We need to ensure that the education system acquires a worldwide degree of attraction equal to our cultural and scientific traditions.
We will try to present a new model of administration, open and democratic one. The one, that will combine instruments of the state influence and civil administration. The openness of the system envisages expansion of administrative possibilities of civilians, less dependence of administration from concrete officials, capable to change obligations, functions, structure and style of central and regional educational administration.
