The role of destructive influences (factors) on making
Public leadership realization mechanisms in Ukraine

Leadership capital development in public sector determines a number of external and internal factors, which can promote or prevent it.
The object of this abstract is to identify those destructive factors, which prevent a consolidation and effective realization leadership elements in Ukrainian Public Service
Public management uses a vertical power mechanism for realization administrative rules. At the same time leadership mechanism uses mainly the weight of horizontal authority.
Scientists of public management sphere in many countries philosophize and proceed with their researches in order to demonstrate the benefit of implementation the different authority mechanisms – leadership and management in public sector in particular, keeping intact the national traditions.
It’s time to implement the new approaches for amelioration public management sector by force of leadership, based on values, standards and competencies.
The leadership realization conditions originate from the combination of different factors (influences) and make for implementation individual leadership characteristics, which had been built up by person or organization before.
One of the most destructive factors which prevent distributing leadership capital is a passive attitude of some Ukrainian scientists because of lack of researching and introduction modern leadership conceptions for realization and developing leadership skills and conditions in Ukrainian Public sector.
However, there are some other destructive factors. Data analyses, made by author and based on the interview are demonstrate that almost each public servant in Ukraine realizes a negative role of destructive factors on making public leadership realization mechanism in Ukraine.
The organizational system and operation principals of Ukrainian Public Service don’t direct the efforts on making public leadership realization mechanism in Ukraine.
The implantation of leadership realization mechanisms of in public sector are not supported in Ukraine society widely. So, this idea remains “in a shadow” of problem solving in the Public Service transformation processes, which connects with:
- a permanent notification requirement of increase public servants’ effectiveness;
- providing a basis for making conditions and standards services by public servants;
- making a new professional and ministerial duty relations paradigm.
It’s time to develop a new leadership philosophy, principles and approaches in order to use effective the public sector organizational potential and human resources.
The most difficult problem is how to provide these innovations in real life because public institutions will naturally against of these possible changes and development.
Only political will and organizational readiness can decrease public institutional resistance for providing and assimilation new values as well as building new professional and ministerial duty relations paradigm.
European experience demonstrates that one of the best methods for implementation leadership skills for effective public servants activity is inclusion new educational disciplines and coaches, based on developing leadership skills, especially for the top level public servants.
Public administration system of each country is based mainly on the national traditions which are rather stable for changes from external challenges. So each State and Nation should build their own way in order to accept changes or protect from new challenges in public sector with regard to Public Service system and administrative culture archetype.
So that establish new European principles, based on leadership, competency approaches, in order that implement them in Public Service system we should remember about the role of the national traditions and values as well as characters’ specific.
