Services in public administration can be performed and provided more effectively and a lower cost by using electronic, interactive services. Major international market opportunities, on the Romanian market too, will arise for companies that develop and supply new types of services and products and technical solutions.
The aim of e-services within intelligent cities is to explore new opportunities for sustainable development of those cities through the intelligent and interactive use of Information and Communication Technologies.
The research scope was to measure the progress of the online public service delivery in Romania in the last years. In fact we tried to do this by using two indicators from a long list of indicators that was defined to monitor the e-Europe action plans. The indicators we utilized were: the availability of public services online and the number of public services fully available online. These indicators where defined in the year 2000, when the objective of e-Government was defined as that Member States had to ensure “generalized electronic access to main basic public services”.
The principal objectives of this paper are: identifying the present stage of e-services in Romania, revealing the influence of e-services on intelligent and competitive cities, analyzing the major challenges and barriers which e-services face on within the implementation process and suggesting some recommendations regarding necessary measures for e-services delivery improvement in intelligent cities context.
Concerning interactive public services another objective of our research paper was to reveal that Romania should ensure that basic public services are interactive and accessible for all citizens, and exploit both the potential of broadband networks and of multi-platform access in order to develop intelligent cities.
The research methodology used in order to achieve the proposed objectives consists in: creating a questionnaire that will be distribute within public sector organizations. Others research methods used were direct meetings and interviews with specialists and practitioners. Within this paper we centralized and analyzed the results of the questionnaire deliver in order to point out the increasing role of e-services in the intelligent and competitive cities development.
During the paper survey we have identified some non-quantitative results, such as: a realistic diagnoses of the e-services development present stage, a number of factors that influence intelligent and competitive cities development and the best solutions for eliminating or limitation of the barriers within the implementation process of e-services in order to create a more competitive environment for intelligent cities.
In conclusion, this research does not provide an exhaustive view, however it does provide some insights on the quality of online public services, further referred to as “e-Services”, that offers qualitative evidence of good practices from Romania.
