Abstract	In the first part of the paper a state will be characterised as a four variable configuration. This will be followed by a discussion on state reform as a configuration-switch or quantum- change ( in the sense of Henry Mintzberg and his school ) and state reform as an image-switch in the sense of Morgan. This theoretical model will be used to develop criteria for sustainable changes in central and eastern Europe
