Presenter Abstract Paper abstract: The Central State Administration Reform focuses on elimination of deficiencies which can constrain preparation and implementation of the Government policies or the quality of regulation in the society. Main deficiencies are: • Public administration lacks efficiency and transparency, • Government and ministries are “overloaded” by operative tasks, • Government goals are inadequately proceeded by ministries and other central authorities • Horizontal coordination and communication remains rigid, • Documents proposed to the Government are of variable importance and quality • Central authorities are not accountable for the regulation quality in given area, • Central state authorities show a low level of interoperation with international and intergovernmental organizations such as the EU and OECD.
