 Title  The ethnic structure of population as factor of the public administration curriculum’s creation in Ukraine. Case study of the Autonomous Republic of Crimea

Public administration’s structure for management of ethnic diversity consists of the Committee for Nationalities and Formerly Deported Citizens of the Council of the Autonomous Republic of Crimea (ARC), departments and divisions for interethnic relationship of the State Rayon Administrations (SRA) and municipalities of cities which are in subordination to the ARC.
Most of all, servants of the departments and divisions for interethnic relationship of the SRA and municipalities directly contact with representatives of ethnic minorities at the time of their problem-solving.

It is no secret that representatives of ethnic minorities of the ARC are often faced with lack of understanding of their issues in the governmental bodies. First of all, it concerns the most numerous ethnic minority of Crimea, group of local population that is most vulnerable regarding social and economic conditions, the formerly deported Crimea Tatar people.

According to results of the written expert poll which was held by the Ukrainian Independent Center for Political Research in autumn of 2005 for leaders of ethnic minorities’ NGOs and in which I participated as expert, the majority of respondents noted the lack of qualified personnel in the state power bodies. Approximately one third of respondents pointed to the lack of attention to the issues of ethnic minorities and lack of wish to manage theirs.

At the same time, approximately one third of respondents-public servants from regional bodies stated about lack of information of modern tendencies for management of ethnic diversity.

The Decrees of the Cabinet of Ministries of Ukraine establish necessity and periodicity for raising the level of public servants' skill. The system of public administration education and training in Ukraine consists of the National Academy of Public Administration, the Office of the President of Ukraine, regional institutes of public administration, institute and regional centers for training of public servants.

The aim of my research is to point how does multiethnic structure of population influence to creation of public administration curriculums for center for training of public servants and regional institute of public administration by the example of the ARC, Ukraine.
