Presenter Abstract This is the paper of the heads of Working group. The paper analyses the development of civil servants training systems problems and priorities in Central and East European countries, in the context of EU enlargement factor. The attention is paid to these issues: 1. The adequacy of civil servants in-service training and training systems to the new requirements, stipulated by the EU enlargement. These systems’ problems, showed themselves during last 2 years, likewise problems which could arise in the future; 2. Unanimous international standards, implemented in civil servants in-service training and training systems. The quality of these systems; 3. State politics while developing civil servants in-service training and training systems, according to the EU enlargement and the challenges of changes in European Union. The state politics peculiarities while developing civil servants in-service training and training systems in Central and Eastern Europe; 4. The international cooperation in Central and Eastern Europe while developing civil servants in-service training and training systems. Spreading and potential implementation of European Union experience in non-EU countries; 5. New functions which should be implemented in the future in Central and Eastern European countries’ civil servants in-service training and training systems; 6. Lithuanian practice while developing civil servants in-service training and training system. The paper shows the development effect of civil servants in-service training and training systems in different countries, successfully reacting to new challenges in the context of EU enlargement.
