The key elements for further development of Ukraine towards democracy require that power bodies while implementing their functions take into consideration both the community multiethnic composition and regional historic and cultural features. When the political and administrative-territorial reforms have already started, a new model of territory organization of public power is developed, the above mentioned aspect plays more important. Ukraine is avoided any explicit and large-scaled ethnic conflicts. But due to some prerequisites the threat of such conflicts arising still exists. These prerequisites are caused by such factors as the return to Ukraine of people who had been deported on the basis of their origin, and numerous political affiliations rooted in ethnicity. The Southern Ukraine ethnic map resembles the larger Ukrainian map; and consists of more then 130 nations and ethnic groups.
The Odessa Regional Institute of Public Administration National Academy of Public Administration, Office of the President of Ukraine (ORIPA) is an educational establishment which trains public officials throughout the Southern Ukraine (4 Oblasts and Autonomy Republic of Crimea). Dealing with ethnically diverse communities ORIPA develops training courses to equip public officials with the appropriate skills in practices essential to building a successful multiethnic democracy. Academics of Public Administration and Local Self-Government Chair (PALSC) have created the scientific School for State Regulation of Multiethnic Development. The researchers investigate multiethnic issues and develop approaches in consider the ethnic and national factors in the process of transition. The research outcomes are incorporated into a curriculum for MPA students and public officials and students are able to manage more effectively in a context of multiethnic democracy.
Basic course “Theory and History of Public Administration” considers of the particularities of ethnic and national processes regulation. Students specializing in “social and humanitarian policy” are taught a course “Ethno-Social and Ethno-Political Process in Ukraine”. Upon their study completion, students write a Master Thesis, and conduct research/analysis on multiethnic issues that result in practical recommendations. All teaching/learning materials contain component of the impact of multiethnicity on regional development. And, ORIPA student and faculty ethnic composition is diverse (5 of 9 full-time professors at PALSC origin from different ethnic minorities). Students and faculty diversity improves our understanding of problems faced by the multiethnic communities.
On the basis of developed theoretical and methodological foundations, ORIPA continues discussions concerning the effective and efficient training of new generations of public officials who will be responsible for guaranteeing social and political equity for minorities. The managers of public bodies and local self-governments from locations with high concentrations of ethnic minorities are involved in the discussions about building successful multiethnic democracies.
We analyze current practices and consider approaches for further improvement of the public officials’ teaching/training process utilizing the latest available research results and adapting the world best practices to the Ukrainian educational environment. The priority directions include: particular aspects of social transformation found in multiethnic communities and the means by which public bodies take the interests of ethnic communities into consideration; monitoring of ethno-social and ethno-political processes, and forecasting their development. GIS-technologies; training the personnel of public power bodies to work effectively and efficiency in multiethnic environment.
