Background

The Public Procurement Bureau within the Ministry of Finance in FYROM are the principal beneficiaries of a Project to help with the revision and implementation of the Law on Public Procurement passed in April 2004. It has been financed by the European Agency for Reconstruction as part of the process of preparing Macedonia for EU entry. The project period is September 2004 to April 2006
The Project’s specific objective is to strengthen the capacity of the public authorities within Macedonia to efficiently implement existing public procurement (PP) legislation and to develop the working methods of the public administration in applying public procurement legislation using the experience of existing EU Member States.
Training activities are one of the key project components. The scope of the training is to equip as many as possible public officials with a core knowledge and understanding of the principles and application of EU Public Procurement Directives and of the provisions of the 2004 Macedonian Law on Public Procurement and the key practical issues associated with its implementation, through methods such as training seminars and workshops, distance learning tools, on the job training and cascade training etc. Cascade training is the term used to describe training provided by seminar participants to colleagues in their work environment to enable the value of the seminars to be spread beyond those who attended the seminars.

The paper will present the following aspects of the design and implementation of a strategy for professional training in public procurement as it has been applied in FYROM

 Principles of design of Training Strategy (eg effective use of state resources, quality public services, use of skilled judgement as well as set procedures/applicable law)
 Design of the Training Strategy and Training Plan (objectives, scope, methodology, timing of key actions, dependencies, assumptions, risks, deliverables, success factors for Public Procurement training)
 How the Training Needs Analysis was undertaken (target groups, methodology, scope, conclusions) and used in the design of the Training Strategy and Training Plan
 Methodology for the approach to training in each of the delivery mechanisms
- Delivery of Training for Local Trainers (selection of Local Trainers, design and delivery of training in didactic skills for them, continuing training in Public Procurement competences)
- Design and Delivery of Public Procurement Training Seminars (seminar objectives, programme, design of materials, identification of priority groups of public officials, selection of individual participants, role of Local Trainers, role of International Trainers, evaluation of training)
- Design and implementation of on the job training (targets, methodology)
- Design and implementation of cascade training (methodology)
- Design and implementation of distance learning programme (scope, methodology)
- Planning and conduct of EU Study Tour
 Practical experiences in implementing the Training Strategy and Training Plan
 Post project sustainability issues
