Abstract  
  
The topic of WG “The Impact of Public Management Reforms” is strongly correlated with sphere of my professional duties and scientific interests.
My job responsibilities within Public Administration and Management Department include: (1) teaching courses Public Administration and Management and Regional Public Policy and Strategy in Ukraine; (2) the design of teaching strategies, writing case-studies; (3) conducting investigations under project “Regional Dynamics, Inequality and Public Policy in Ukraine”.
My personal academic goals are as follows: 1. To develop teaching courses, introduce new courses, such as “Public Policy Analysis”, “Political Management” (2006) and “Effective Public Service” (2007) for MPA groups; 2. To write case-studies with teaching notes on subjects of: (a) comparison of public governance patterns (incl. formal and informal norms) adopted in the regions of Ukraine (2005); (b) models of public management, incl. transformation of the management systems, leadership styles and decision making in central government and local administrations (2006-2007); (c) new approaches to planning and administration (2006); (d) methods of political analysis, expertise and consultation (2006-2007).
The second set of my professional goals concerns my interest in pursuing a career as a policy advisor. As a policy advisor of Donetsk regional deputy council I organise and lead project teams involved in regional public policy programs (one of them is titled “Use of Subject Matter Experts for Assessing Public Sector in Donetsk Oblast”); I provide expertise to other policy study groups, e.g. representatives of political parties, NGOs, mass-media, social research community; I analyse specific management issues and advise civil servants and deputies on public management concepts, policies and policy action results.
In future I am particularly interested in specialising in strategic planning focusing on interregional, regional and sub-regional development. Improvement of my skills in these areas (e.g. ability to conduct objective scientific investigations, write effective case-studies and policy papers) will increase the quality of policy-making in the Eastern Ukraine specifically, and contribute to the quality of policy analysis, research, expertise and consultation generally.
It is crucial for me to participate in WG Public Sector Quality, because I want to develop my knowledge in public management and strengthen my teaching, research and consulting skills in order to promote values of democratic public governance in Ukraine.
In summary, the information, which I will gain during participation in research project “The Impact of Public Management Reforms” can be used in the following ways: (1) my courses titled “Public Administration and Management”, “Regional Public Policy and Strategy in Ukraine”, and others will be advanced: content of lectures and seminars will be supplemented with results of new empirical investigations, new case-studies will be written; (2) research findings will be presented via discussion groups, workshops, and international seminars for scientists, public servants, and students and more on an ongoing, basis with special emphasis on presenting information to Ukraine’s various public administration departments and regional deputy councils.
As a result of my research and comments received, my teaching courses and public policy projects will be strengthened, allowing me to take important contributions that will increase and enhance the understanding of democracy and civil society in Ukraine and, perhaps, other transitional countries.
