FORMING OF THE INTEGRAL EDUCATIONAL AREA IN THE SYSTEM OF TRAINING OF PUBLIС AND MUNICIPIAL ADMINISTRATORS IN THE NORTH- WEST ACADEMY OF PUBLIC ADMINISTRATION.

Since 1990’s the new system of training, further training and qualification improvement of public administrators have been forming in Russia. At present moment it consists of 90 educational institutions in 66 federal subjects of Russia with more than 100 thousands students being educated.
The main educational body for the training of public and municipal administrators in the North – West region of Russia is North – West Academy of Public Administration. It has its own regional network, consisting of 13 branches; each branch is a full – bodied educational center.
The main directions in the forming and improving of the educational process in the region are the following. It is very important to organize the effective coordination between NWAPA and local legislative and executive branches of the region concerning the problem of training of the local administrators:
- local administration gives an order for training in the Academy;
- helps in making the financial and technical basis of the academic branches;
- takes part in forming of the concept of the development;
- organizes practicing venue for students and provide their further employment;
- local administrators take part in the educational process as teachers, the diploma consulters, etc.;
- most of the NWAPA branches are doing serious work in favor of local administration (sociological researches, political analysis, regional development programs, election campaigns, etc.).
Another important direction of the Academic activities is the improvement of its judicial and organizing background in the region and educational process as well. One of the main problems is to form the integral professional level of public administrator. The important thing here is not the amount of information given to a student, but mostly his ability to find the relevant information and use it. It is modern information communication technologies that can help to settle this problem. Their implementation is one of the main goals in the educational policy of NWAPA. It means:
- making the integral educational program within the state educational standard;
- making the methodic complexes including e-tests and e-reference books;
- giving e-access to library catalogs and funds;
- Internet exchange of advanced educational methodic between academic branches.
The methodic e -complex called “The History of public government in Russia“ is an example of the distant educational program being working out in NWAPA.
