Abstract  
  
The idea of the paper is tackle of the tasks of the central administration which are necessary for general management and cohesion of the administrative machinery. These tasks can be called horizontal because of their transversal nature. typical horizontal tasks are general planning and budgetind activties and tasks related to them as state employer tasks, general EU coordination tasks, maintenance and development of the general civil service system, administrative reform policies etc.. In various countries thre are many different ways to organize horizontal tasks of the goverment. Especially the solutions to locate these tasks to various ministerial sectors vary according to national administrative culture. These tasks include normally a significant share of develoment responsibility to develop general management. Because of their role in national reform policies these tasks have crucial importance in societal development.

In the paper there will be a brief summary of the Nordic experience to organize horizontal tasks. Additionally there will be an analysis of the NPM reforms and post NPM challenges in horizontal tasks. Finally there will be an analysis of horizontal tasks and their organising in transition environment.
