IN-SERVICE TRAINING AND STAFF DEVELOPMENT

The Institute of Continuing Education of the Ukrainian Academy of Public Administration is responsible for providing in-service training to the top four categories of public servants. The institute also monitors and advises in the areas of pedagogical methodologies, training techniques and training program management in the academy’s four branches and oblast training centres. The branches of the academy provide short term in-service training.

Oblast training centres are located in each region of Ukraine. They are monitored by the Main Department for the Civil Service and provide in-service training for public servants in categories V-VII. Though formally part of the state oblast administration, they have a fair amount of autonomy and, in some cases, initiate cost recovery activities.

Sectoral training institutes are run by individual ministries and agencies of central government. They provide in-service training, specifically in areas related to the responsibility of the ministry or agency involved.

1. The European Dimension in Training

European and comparative issues in training programs are mainly provided by foreign experts within the framework of international programs such as TACIS (EU), TRANSFORM (Germany), and the technical assistance program of the British Council. International assistance provides Ukrainian public servants and in-service trainers the opportunity to study the European perspective of a market economy, public administration and local government, personnel management and methods of in-service training.

In addition, the Institute for Continuing Education hosted an international conference on in-service training issues for Ukrainian public servants. A set of publications was released on the basics of the European approach, e.g., Methodological Guidelines for Conducting Major Types of Training Sessions in the System of In-service Training for Public Servants.
