RESEARCH

The academy offers advanced degree programs as well as individual research programs leading to academic degrees. Two specialised academic councils deal with the defence of dissertations for candidate of science and doctoral degrees. Research papers are regularly published in the academy’s quarterly journal, Visnyk. Library research resources are systematically enriched, and the research capacity of the academy and its branches has been considerably increased.

Research priorities in public administration are defined by the government. The following major areas of research have been identified:

Most research activities of the Academy of Public Administration include the comparative analysis of European and worldwide experience. Beyond the Comparative Analysis of Public Service Training Systems projects, there are no research topics focused exclusively or predominantly on Europe, but as mentioned, the European dimension is integrated in most students’ dissertations and research papers.

The main spheres for implementing research results are: drafting legislation, information and expert methodological support of the government, development of learning materials for teaching at the academy and its branches, development of research cooperation with research and learning institutions in Ukraine and abroad. Generally, research results are made public through publications and events. In 1998, the academy and its branches held sixty events, including twenty-two conferences (eight of which were international).

The most important research findings were utilised while drafting laws and administrative reforms, and in the Cabinet’s program “Ukraine 2010.” Theoretical concepts and a questionnaire for monitoring the social and economic situation in Ukraine, and the methodology for sampling public opinion on actual social and economic problems in various regions were developed. The academy’s researchers actively participate in the Ministry of Education’s efforts to refine public administration programs and teaching and learning standards in this field. The academy’s researchers took part in drafting the Concept of Reforming Administrative Law and the Code of Conduct for Civil Servants and actively participate in other government working groups.

Some public administration research is also conducted in the nine universities with public service programs, but no concrete data is available.

6.1 Other Institutions Conducting PA Research

There are many research centres other than educational institutions engaged in research in the field of public administration. Some of them are governmental organisations, some are not. The demand for research in this field is spurred by administrative reform efforts, which require a great deal of consultation and research work from organisations supported by international assistance. Some key research centres are:

Main Department for the Civil Service of Ukraine

The department’s research concentrates on public service and is aimed at diagnosing the insufficiencies of the existing system in Ukraine and proposing improvements. Dr. Oleksiy Obolenskiy, Deputy Head, coordinates these activities.

Institute of State and Law Koretskyi, Academy of Sciences of Ukraine

The Department of Problems of Public Administration and Administrative Law of this institute drafts administrative reform proposals. Professor Vadym Averianov represents the institute on the State Commission on Administrative Reform.

National Institute for Strategic Studies

This institute is a governmental institution for research, analysis and strategic planning. Its activities are coordinated by Oleksander Vlasiu, Deputy Director for Research.

Secretariat, Inter-Agency Council for the Implementation of Economic Reform

This organisation conducts public administration research in Ukraine and abroad and develops recommendations for reforms in Ukraine. Oleksander Horbunov is Head of the Secretariat.

Foundation for the Support of Local Government

The foundation conducts research on local self-government activities in Ukraine. Mykola Pukhtynskiy, Candidate of Judicial Sciences, serves as the foundation’s director.
