INSTITUTIONAL SETTING

According to Ukrainian legislation, the field of public administration embraces two specialisations at the master’s level: public administration and public service. The Ukrainian Academy of Public Administration provides training leading to a master’s of public administration. There are nine universities in Ukraine that provide training leading to a master’s of public service, but these programs are not the primary focus of this report.

The Academy of Public Administration is recognised as the principal institution of higher education in Ukraine for the education, training and in-service training of public servants and is awarded the highest possible (IV) level of accreditation by the Attestation Committee of Ukraine. The MPA program’s certificate and license have been granted by the Ministry of Education.

In accordance with the academy’s mandate, the academic and governing structures include senior management, administration, departments, the Institute for Continuing Education, branches, the Academic Council, the Academic Standards and Curriculum Board, the Committee on Research and two specialised academic councils, the Expert Council and the Resource Coordination Council. The primary teaching unit is a department, which facilitates the teaching process by providing specialisations, subjects, courses, modules and scholarly research. The presidential decree specifies the academy’s mandate as follows:

 

Presently, the academy offers an eighteen-month intensive program leading to a master’s in public administration. Students of the academy are individuals who intend to acquire skills needed for positions in grades I-IV (the highest in the Ukrainian civil service) and are selected on the basis of competitive examinations. After graduating from the academy, students work for the Office of the President of Ukraine, the Cabinet of Ministers and central and local government.

The academy also hosts the Expert Council on Licensing and Accreditation. This council is a part of the State Accreditation Committee, which is responsible for accrediting institutions of higher learning involved in public administration education.

In order to train civil servants for the lower V-VII categories, the Main Department of the Civil Service transplanted the academy’s MPA program into several universities, which were subsequently adapted to the particular conditions of each institution, but still granted the same degree as the academy, i.e., master’s of public administration. In order to differentiate between the two degrees, the academy was licensed to continue providing the MPA degree for higher civil servants. A new degree, the master’s in public service, was established and the curriculum is being developed for nine universities with guidance and support from the Main Department of the Civil Service. These institutions will offer public service degrees to prepare new recruits for entry-level public management positions. These institutions include:

  1. Kiev National Economic University;
  2. Kharkiv State Economic University;
  3. East Ukraine State University (Lugansk);
  4. Ternopil Academy of National Economy;
  5. Donetsk State Technical University;
  6. Dniprodzerzhynsk State Technical University;
  7. Dnipropetrovsk State University;
  8. Ivano-Frankivsk State Technical University of Oil and Gas;
  9. Odessa State University of Juridical Studies.

 

These nine universities provide traditional law and economics programs. They were asked to provide MPA programs using available resources but had very little experience or support in doing so. A draft of the curriculum is not available at present.
