IN-SERVICE TRAINING AND STAFF DEVELOPMENT

In the Czech Republic, in addition to the universities mentioned previously, the following organisations perform specific educational functions for the needs of central, regional and local bodies of public administration:

The National Training Fund has nine years of experience in providing training programmes for civil service employees and is the umbrella organisation for a number of foreign training projects, e.g. PHARE.

The Institute for Local Public Administration has a long tradition with qualification training for all civil servants in district, local and town offices. One part of the training programme is qualification courses needed for performing specified functions in public administration, e.g. laws and regulations. Most courses are short-term, one-week programmes in Benešov, near Prague.

The Union of Town and Communities of the Czech Republic concentrates on training members of representatives and officers of towns and communities. The union organises short-term training programmes, typically either half- or full-day courses and occasionally longer. In addition, the organisation seeks to address the actual problems of towns and municipalities. The activities of the Aid Fund for Local Administration of the Czech Republic are similar.

The Civil Society Development Foundation focuses on supporting training projects of various non-profit organisations, mostly in the framework of small PHARE projects. The Centre for Regional Development only offers specialized training courses for areas of regional management and development. The Czech Committee for Scientific Management works on a commercial basis, organising short-term courses (typically one day) with various public administration themes.

In addition, a number of universities, organisations and private firms participate in the training of public servants. The following institutions are recognised in the governmental decree on public administration education:

The draft governmental decree mentioned previously also introduces a preliminary proposal for creating the Central Training Institute for Public Administration. A PHARE project focused on the education and training of public servants (led by B. Hamernikova, Prague University of Economics) should support this proposal to create a conceptual, coordinating and research centre.
