CONCLUSIONS

Lithuanian degree and research programmes in public administration are in the initial stages of development and have been influenced by the experience of other countries. At present, PA degree programmes are taught in four institutions of higher education.

The programmes differ in their disciplinary emphasis: at Kaunas University of Technology, the dominant approach is administrative and managerial; at Vilnius University the political science approach is utilised; at the Law Academy of Lithuania a legal approach can be identified; and at Vytautas Magnus University economics and law are somewhat more strongly emphasised in the curriculum. It is not yet clear which approach will become dominant as their appropriateness for the current needs of the public administration will only be tested when alumni are in the labour market.

Almost all public administration research in Lithuania is concentrated in the departments of universities offering academic public administration programmes. The majority of PA research is related to problems raised by public administration reforms, often in connection with European Union PHARE programs.

To date, there are no comparative PA courses focusing exclusively on Europe, but courses analysing the EU as a political-administrative system and comparative PA courses concentrating predominantly on Europe are offered. On the other hand, all academic institutions developing PA programmes understand that the European and comparative dimensions must be expanded in order to assist Lithuania's preparation to join the European Union.
