Introduction to Public Administration

The purpose of this course is to provide students the knowledge of the field of public administration. It provides the student with the basic concepts of PA, also the components of the field such as government structure, relationships among the levels of government, administrative and political processes, political-administrative dichotomy, management skills and ethics in public service.

Management

Methods of management. Elements of management cycle: planning, organisation, stimulation, control, regulation. Decision-making process. Strategic and operative management.

Introduction to Public Policy and Analysis

Strategy and policy of public institutions. Premises and hierarchy of the formation of policy of public institutions. Policy management. Administrating of public institutions: functions, structures, management organisation, interrelationships with other institutions and society.

Introduction to Public Organisation Theories

The course presents the basic of macro and micro organisational analysis. It covers the basic of organisation theory. Also covers concepts of structure and design, power and conflict, motivation, leadership, group behaviour, organisational effectiveness and development.

Ethics and Responsibility

Conception of professional ethics. Changing concepts of professional ethics. Justice and theories of equality. Models of ethical decision making. Ethical problems and aspects of the life of Lithuanian society. Ethical codes of professional activity: ethical norms and obligations for state officers, businessman, social workers, and teachers.

Fundamentals of Constitutional Law

Origin of state and law. Philosophy of law concepts, such as the law norms, legal relations, legal responsibility and the Constitution as basic form of expression of law. Features of 1992 Lithuanian constitution. Constitutional supervision. Constitutional rights of an individual and citizenship.

Administrative Law

The Principles of Public Administration and Comparative Analysis

This is an introductory course into Public Administration for Master's students, where public administration processes and practices are presented by using political, legal, managerial, and occupational approaches. Government structures, relationships among the levels of government, administrative and political processes in different countries are analysed by comparative method

Public Policy and Analysis

The subject of public policy and its analysis points out the behaviour of public institutions regarding the political and economic problems of society. Subject consists of policy formulation, decision making, structuring of problems, policy monitoring, and of methodology evaluating political phenomena and processes.

Public Organisation Theories
