RESEARCH

At the national level, all Bulgarian ministries and supreme executive institutions conduct research related to public administration for their own purposes. One ministry, the Ministry of Regional Development, goes beyond self-improvement in public administration-related research. For nineteen years, this ministry has housed the National Centre for Territorial Development and Housing Policy (NCTDHP), which, in turn, contains a subdivision entitled the “Consultative and Experimental Sector” (CES). The latter conducts various research projects in the area of PA and consults for a broad spectrum of ministries and state institutions.

NGOs are sometimes hired by governmental or international institutions to conduct this type of research. Of these, the National League of Municipalities in the Republic of Bulgaria has been most active since its founding a decade ago. However, no significant and long-lasting research strategies have been developed, and research conducted to date has been on the basis of concrete agreements. The most distinguished NGO known for its research for the Bulgarian government is Strategma, a private institution. Unfortunately, its research and results are not publicly available.

At the local level, many Bulgarian municipalities are also involved in research. These routine projects are focused on collecting data and identifying solutions to various issues needed for the management process, especially for strategic planning and control. Among the universities, only New Bulgarian University, Sofia University, the University of National and World Economy and Varna Free University reported having been involved in research.
