THE EUROPEAN AND COMPARATIVE DIMENSION

This section contains a concise list of subjects taught in all Bulgarian PA programmes that are either entirely or partly devoted to the field of European studies. After each subject, its status in the particular curriculum is provided in parentheses: (c) indicates that the course is a compulsory subject, and (e) indicates that it is elective. EU-related courses are not offered as “optional.” The differentiation between “elective” and “optional” here is defined as follows: “elective” indicates that the course must be selected by some students and is, therefore, a permanent part of the curriculum. “Optional” courses are not required of any students and may not be offered every year.

Thus, the most common EU-related course is EU Law, which is included in the Bulgarian state requirements for PA. A university offering a PA programme cannot be accredited without offering this course. Other common courses include International Relations (Integration), International Law and Comparative Administration, which are typically taught by law professors. Economists generally teach the remaining comparative courses.

The comparative EU public administration dimension is new in Bulgaria and was recently introduced in a few universities. In most cases, it is missing from the curricula, with the exception of EU Law. As far as the comparative element is concerned, the primary focus is on Europe. The Anglo-Saxon (American) model is also often taken into consideration in the comparative dimension. This fact is largely due to the large number of American textbooks available in Bulgaria.

The main reasons for the recent inclusion of the EU dimension are: (a) the Bulgarian state requirements for PA, and (b) the fact that European studies has been registered as a new discipline leading to the development of special EU integration modules and programmes. It is important to add that the European dimension includes not only courses but also joint educational projects between Bulgarian and European universities and programmes.

The comparative EU dimension is a new and still underdeveloped area of teaching in Bulgarian curricula. The introduction of this important facet of PA education is largely due to the government; motivation to do so from inside the universities is lacking. Only the University of Sofia and the New Bulgarian University teach the EU as a political-administrative system. Other universities only tend to meet the minimum state requirements.
