He holds an MBA in Business Administration, a Ph.D. in Public Sector Economics and is a Professor of Public Finance and Public Management, with more than 33 years’ experience in teaching in public sector management and procurement. He has published over 400 books and scientific articles in this field and held several academic posts, including the position of "Dean of the Faculty of Finance". During his academic and professional career he has gained immense experience in the political and administrative situation in the European integration process and EU enlargement. He has been involved in leading bodies of various international organisations, including his current membership position in a Committee of Experts on Public Administration of UNDESA. He serves as an Editor in Chief of the NISPAcee Journal of Public Administration and Policy.

Prof. Alexey G. Barabashev teaches courses at the Research University - Higher School of Economics - on the civil service, including civil service reforms in Russia and evaluation of the effectiveness of administration. His research interests are concentrated in the area of the theory of bureaucracy and applications of the theory towards Russian practical needs and methodology of reflexive systems, including the impact of effectiveness evaluations on the work of administration. Currently, he is the President of the School of Graduate studies at the National Research University – Higher School of Economics (Moscow). From 2004 until 2019 he has served as President (2011-2019) and Dean (2004-2011) of the School of Public Administration and Management and as the Chair of the Department of Civil and Municipal Service at the Higher School of Economics. From 1997 to 2014 he served as a member of the advisors’ expert group for public service reform under the Administration of the President of Russia. He is a member of several attestation commissions and expert councils for federal governmental bodies. He was a Woodrow Wilson (Kennan Institute for Advanced Russian Studies) scholar in 1992 and 2013, President of the Kennan Russian Alumni Association (1992-1996), and President-elect of the Alumni Association for Russia-US Academic Exchange Programs (1996-2000). From 2015 till 2019 he served as a member of the Advisory Council of the Kennan Institute for Advanced Russian Studies.
The NISPAcee Annual Conference 2020 has been cancelled because of the current Corona Virus pandemic and will not be re-organised this year. However, some on-line NISPAcee activities are scheduled to support the communication between the public administration and policy community in Central and Eastern Europe.
This online conference aims at fostering and strengthening high quality research of PhD students and young researchers. The conference will serve as a platform for the exchange, communication, consultation and presentation of research work performed by participating PhD students, presentation of their research findings and providing the opportunity to publish their final research papers.
Target group:
PhD students and young researchers will be mainly from, but not limited to the NISPAcee region. PhD students with relevant papers from other parts of the world are also welcome.
PhD students who were accepted for the originally planned NISPAcee Annual Conference 2020 to be held in Split in May 2020, and also other interested PhD students, are invited to apply to participate in this on–line conference. It would not only be possible to deliver presentations of papers originally accepted for the NISPAcee Annual Conference 2020, but also to prepare new presentations on actual public administration and public policy topics.
Applicants may be of any nationality.
Output - Publication:
All presented papers will be published in the conference e-proceedings published by NISPAcee Press. All authors will be responsible for language and technical editing of their own papers based on the NISPAcee Manuscript Guidelines

Note: PhD students already selected for the Split conference also have to apply for this on-line conference via the above link, but they will be accepted automatically. Applications from other students will have to pass a selection procedure.

• Complete the On-line Application with a paper proposal.
• Upload an abstract of a paper proposal (max. 3600 characters including spaces).
• Upload current CV in the personal user account (max 2 MB)
All in the English language.

The conference for doctoral students will be organised with technical support by the Higher School of Economics, Moscow via ZOOM Platform.

Presentations:
Participants will present drafts of their papers – methodology, status of their research, preliminary findings and discussions. Presented papers will be finalised by authors after the conference. All participants will have the opportunity to listen to and discuss all presented papers.
Final papers will have to be completed based on feedback from the conference Chairs and other participants, and uploaded into the conference application module by end of January 2021.
