IN-SERVICE TRAINING AND STAFF DEVELOPMENT
1. Post Entry Pre-Service
Retraining experts is an independent form of additional professional training and is carried out through professional development programmes. Retraining programmes are offered on the basis of contracts between educational institutions and federal bodies, associations, organisations of various types, the state service and other legal entities. Forms of professional retraining are established by educational institutions and vary according to the customer’s requirements.
Professional retraining consists of five hundred hours or more of class hours. Retraining programmes are developed and implemented by educational institutions in the framework of the customer’s requirements and established state requirements. A state certificate conferred by an appropriate state commission marks the completion of these professional retraining programmes. This commission may include representatives of the academy, local executive bodies, representatives of the users of a given office and teachers and academics of other educational institutions.
Students who fulfill the requirements of the curriculum and pass the state final certification, receive a diploma of professional retraining, which grants the individual the right to conduct professional activities in a given area according to established requirements for official employee categories.
2. In-Service Training
The Institute of Professional Training for State and Municipal Servants is a department of UAPA, and its main functions are the professional retraining of state and municipal servants in the State and Municipal Management specialisation. In 1998, twenty-four individuals received professional retraining in this programme, and, in 1999, forty-eight people completed the programme. The institute seeks to develop skills in the following areas:
- state and municipal management;
- state service in the Russian Federation
- economic policy in the performance of state and municipal bodies;
- personnel management;
- development of local self-government.
The number of state and municipal servants who have received professional retraining is: in 1996 – 1,625 people; in 1997 – 1,780, in 1998 – 1,640 individuals. Specific areas of study in 1998 were as follows:
