IN-SERVICE TRAINING AND STAFF DEVELOPMENT

The development of vocational training and retraining of civil servants from both central and local public administration bodies is a priority of the academy. To date, nearly eighteen hundred elected representatives and civil servants have benefited from short- and medium- term courses, as follows by years: 1994 – thirty-nine persons; 1995 – one hundred and forty-nine persons; 1996 – three hundred and eighty-six persons; 1997 – six hundred and twenty nine persons; 1998 – five hundred and sixty-four persons. The main categories of civil servants that have participated in these courses are:

Each year, the government addresses the academy through a state order concerning the training of elected officials and civil servants, specifying their number, categories and the training’s duration.

Short-term training courses consist of four basic modules: Theoretical and Practical Bases of Administration; Juridical Bases of Administration; Economy, Finances and Budget; Socio-Humanities courses. In order to meet the participants’ needs, the academy conducts a needs assessment, and the results are taken into consideration when designing different programs.

The academy has productively collaborated with central and local public administration in creating professional development programs. Programs are designed and implemented in cooperation with the Public Administration, Social Problems and Petitions Directorate of the State Chancellery, the Personnel Policy Directorate, the Ministry of Economy and Reforms, the Ministry of Finances, the Ministry of Education and Sciences, the Ministry of Justice and other ministries and departments. Trainers and practitioners from several public administration branches are actively involved in implementing professional development programs. During 1998, more than thirty percent of training programs were taught by seventy trainers from central and local public administration authorities, practitioners from government, parliament, ministries, departments and other state authorities.

The provision of the government of Moldova no. 418-d of November 1997 was crucial for the academy. According to it, sixteen town and village mayoralties were approved as methodical centres for training civil servants in professional development programs. Unfortunately, Moldova's current financial situation has not allowed all of the activities of the provision to be performed.

Since 1998, the academy has developed and implemented new forms of short-term training, such as pilot-courses, as a joint effort of local trainers and international expertise obtained from different technical assistance projects and international contacts. These courses are generally concerned with subjects such as public relations in public administration institutions, communication and negotiation techniques, human resources management, etc. A strong point of these courses is the application of different participative methods, which are highly appreciated by the participants.
