RESEARCH

One of the priority activities of the academy is joining the training process with scientific research in the field of public administration. Therefore, the academy established the Centre of Applied and Theoretical Research to organise, coordinate and undertake scientific research in the field of public administration theory and practice within central and local institutions of the state.

To date, the faculty has actively committed itself to a process of modern scientific and methodical-didactic research in different areas of public administration. As a result, thirty-two courses of lectures have been published, covering fields such as public administration, public finance, administrative management, computer science, statistics and data analysis, sociology and modern languages. This has helped to fill the information gap in the theory and practice of public administration. In the near future, a project entitled “the History of Public Administration in Moldova” will be published as a joint effort of the academy’s professors. The project will cover the evolution of public administration from ancient times to the present. Several other studies, research and methodical recommendations have been undertaken in order to help the academy’s academic programs.

The Academy of Public Administration has significant scientific potential that could assist in solving research problems and working out some fundamental conceptions in the field of public administration, public law, public management, etc. Unfortunately, there is no fruitful collaboration between scientists of the Academy of Public Administration or those of the Academy of Sciences and the respective bodies of the government at present. At the moment, the academy has no state orders from the chancellery, the parliament or the president’s office concerning fundamental directions in administrative science with accompanying financial support.

Since 1994, the academy has offered a post-graduate program leading to a doctorate with three specialisations: “Theory and History of Public Administration,” “Organisation and Ruling within State Institutions,” and “Local Public Administration.” There are thirty-three doctoral trainers at the academy at present.

Another important research activity is the organisation of scientific forums, seminars, conferences and symposiums. Each year, the academy organises conferences where faculty, doctoral program trainers and students have the opportunity to summarise their activity for the year. Conference papers are published in separate volumes or in the Administratia Publica magazine.
