RESEARCH
The most important academic PA research centre in Slovakia is the Institute for Local and Regional Development, Matej Bel University, Banska Bystrica. The institute, particularly Dr. S. Capkova, is actively involved in helping to prepare a strategy for public administration reform in Slovakia. Other current research projects include:
- Environment and Local Self-Government, in cooperation with the Warwickshire County Council, U.K. (D. Svihlova, D. Uhrinova);
- Marketing for Local Self-Governments, in cooperation with the Yorkshire County Council, U.K. (M. Hiadlovska, A. Vanova, M. Tabacek, G. Dojcak);
- Financial Relations Between State and Municipal Budgets, in cooperation with Birmingham University, U.K. (Dr. S. Capkova);
- Financial Management of Municipal Enterprises, in cooperation with Birmingham University (Dr. S. Capkova, Assoc. Prof. L. Svantnerova);
- Municipal Economy (Assoc. Prof. L. Svantnerova, team leader).
The research activities of the Department of Public Economics are generally not PA-oriented, but a project on the delivery of local public services was launched recently under the supervision of Associate Professor Nemec.
The PA Faculty in Košice is currently preparing a comparative survey on aspects of national administration in cooperation with Wolverhampton University. The University of Economics in Bratislava, especially associate professors Žárská and Hamalová, is actively involved in preparing the “Strategy for Public Administration Reform in Slovakia.”
There is no solely public administration research centre other than those housed in universities as outlined above, but some organisations are active in the field:
Foundation for Self-Government Training
Founded by the Association of Towns and Municipalities of Slovakia, this foundation is mainly focused on training, but participates in several programmes initiated by foreign donors, such as the PHARE programme’s 1998/99 public administration reform project.
MESA 10
This non-governmental institution focuses on the economy. The executive director of this institution, Ing. Niznansky, was nominated by the new government as a government appointee for the reform of public administration in 1999.
S.P.A.C.E.
This foundation primarily conducts research focused on social policy issues.
Council of Government for Public Administration
In spite of its executive character, the council conducts several research projects on its own initiative or in conjunction with foreign donors (Canada, Germany and others). The most important representatives of the institution’s research activities are Ing. Bercik and Ing. Busik.
Research Institute for the National Economy (Výskumný ústav národohospodársky), Bratislava University of Economics
This research institute has recently refocused its activities and has launched more projects linked to public administration and public sector economics. The primary contact person is Ing. Stanekova.
Other experts are also actively involved in research on selected public administration issues in Slovakia, e.g., Dr. Kuklis (National Council of the Slovak Republic), Associate Professor Malikova (Comenius University), Professor Benco (Matej Bel University) and Dr. Buchtova (Ministry of Labour and Social Affairs).
No research on the European and comparative dimension of public administration appears to have been conducted in Slovakia in the last five years.
