COMPARATIVE ANALYSIS OF THE CONTENTS OF PUBLIC ADMINISTRATION PROGRAMMES

This section provides an overview of the main characteristics of public administration programmes.

Budapest University of Economic Sciences (BUES)

Tables 1,2 and 3 below summarise the features of the BUES’s three PA-related degree programmes:

Table 1: MA in Economics, specialisation in Public Affairs

Entry Requirements:

Secondary school diploma (for the MA in Economics programme); selection is made on the basis of an entrance examination

Minimum years:

Five years

PA Courses:

The administrative law programme includes:

  • constitutional and theoretical principles and organisations of public administration;
  • comparative public administrative systems, central and local administration;
  • public administration and law;
  • public administration decision-making and legal regulations affecting administrative procedures;
  • the civil service.

European Master’s of Public Administration (the programme, and thus the name of the degree, is in English).

Entry Requirements:

MA in Economics, Business, Political or Social Sciences; advanced language skills in English and German

Minimum years:

One year

PA Courses:

“The Governmental System in Hungary” deals with the constitutional, institutional and functional characteristics of government and with the “real world” of the Hungarian government and public administration in the conceptual frameworks of administrative transition. The course provides a comprehensive analysis of the major structural elements of modern administrative systems.

The administrative law programme includes:

  • structures and principles of public administration;
  • comparative public administrative systems, central and local administration;
  • public administration and law, legal norms;
  • public administration decision-making and legal regulations on administrative procedures;
  • human resources management and the civil service, etc.

 

Századvég School of Politics, Budapest and Eger

Table 4 summarises the main features of the Századvég School of Politics’ MA programme in Public Policy.

PA Courses:

The core courses most closely related to PA are:

  • Public Administration (an overview of European and U.S. developments from the nineteenth century; main theories of PA, contemporary tendencies and models, new public management, Hungarian administrative reform);
  • Introduction to Public Policy (economic rationale of public policy, market failures and government failures, classification of public policies, implementation);
  • Constitutional Theory (constitutional development in Europe, the United States and Hungary, state organisation and governance, legal norms.)

 

Central European University, Budapest

Table 5 summarises the main features of CEU’s PhD in Political Science, Public Policy Track, programme.

  • Bureaucracy and Public Administration (features and theories of bureaucratic organisations and public administration);
  • Additional courses cover public choice, social science theory, comparative legal policy, and public educational policy.

 

Eötvös Lóránd University, Budapest

The main features of ELTE’s master’s in law programme are summarised in Table 6.

  • Public Administrative Procedures and Their Legal Regulation;

  • Sectoral Public Administration (environment, regional planning, public health, social affairs, education, culture, etc.).

 

College of Public Administration, Budapest

Table 7 summarises the basic features of the College of Public Administration’s bachelor’s programme in public administration.

PA Courses:

  • Institutions of Public Administration: organisations and operations of public administration, civil servants and the civil service, principles and foundations of administrative law, administrative systems of selected EU member states, the United States and the EU;
  • Management of Human Settlements;
  • State Administrative Procedure: legal regulations on the functioning of the public administration;
  • Civil Service Law: legal regulations and legal status of public employees and civil servants.

In addition, several courses discuss local and central governmental administration and their legal characteristics (environmental regulations, etc.).
