The Second Mission to Georgia
April 10-15, 2016
The NISPAcee leading expert, Milan Oleriny, participated in the second project mission to Tbilisi, Georgia on April 10-15, 2016.
The Mission began with a meeting with the NALAG project team, NALAG office, Tbilisi to discuss all project issues with NALAG’s leading Project Experts, after which, the following institutions were visited:
- Company for Design Works in the Water Sector
- Site inspection of existing HPP in Jinvali (Tbilisi County)
- Visit to the United Water Supply Company of Georgia
- Meeting with the Georgian Water&Power Company, Head Office Tbilisi
- Meeting with the Municipality and Georgian Water&Power Company in Rustavi Branch Office
- Meeting with the Slovak Ambassador in Georgia
- Meeting with EBRD Representatives in Georgia
- Closing meeting with the NALAG project team, NALAG office, Tbilisi
The main goals and objectives of the mission were the following:
- to visit all the relevant remaining institutions connected to water management in Georgia and discuss ongoing projects and procedures of the individual institutions and various donors;
- to review, study and evaluate existing Tender Documents with NALAG Experts with recommendations to modify them based on best practices from the EU, EBRD and overseas Tender Procedures;
- to discuss existing Tender and Evaluation Procedures as well as basic Contracts with NALAG Experts, technicians and procurement departments in the country;
- to visit existing and/or projects in operation in the water sector;
- to acquire an overview regarding existing practices, and
- to awaken interest in other entities to take an active part in the NISPA conference to be held in September;
- generally to acquire an overview of the current situation in the water sector in the country.
Finally, it was also important to review and agree with the local partner all the details of the next stages of the project.
Tasks & Recommendations for Documents and Conference
The main targets for the Documents and Guidance are:
- Study and incorporate results of EIA and Audit Trail components into Guidance Documents;
- Discuss with the NALAG Experts involved in Tender Procedures a draft version of Documents and useful Annexes to Contracts;
- Prepare a final version of all related Tender Documents.
The main targets for the Conference (to be held in September 2016) are:
- Discuss with NALAG and the local authorities involved in document preparation, a draft version of study materials for the conference and the form that presentations which will be made will take;
- To prepare a programme and list of participants with NALAG staff.
