The 2021 survey report "Is Yours a Learning Administration?” was conducted between October and November 2021. 81 Bulgarian public administrations participated, significantly more than in previous surveys. All respondents completed the questionnaire anonymously via the IPA online platform. Data collection was completed in November with almost 3,000 people completing the survey.
