TED 9 - Openness, Transparency and Ethics in Public Administration: Do they Support Each Other?

For the 9th time, the two decisive European professional associations of
Public Administration, the Network of Institutes and Schools of Public
Administration in Central and Eastern Europe (NISPAcee) and the European
Group on Public Administration (EGPA) held a joint conference in the series
of the Trans-European Dialogue (TED 9). The TED 9 Conference took place on the
4th and 5th of February 2016 at the Faculty of Administration in Ljubljana,
Slovenia. Six conference sessions brought together some 50 researchers,
practitioners and decision-makers from 18 European countries and the USA.
The conference was an excellent opportunity to exchange opinions and
suggestions, and to have discussions on the current topics of openness,
transparency and ethics in PA.

Many well-known experts in their respective fields participated in the 9th
Trans European Dialogue Conference, including the NISPAcee President,
Professor Marius Profirou and the EGPA President, Professor Edoardo Ongaro.
Professor Michiel de Vries (President of the "International Association of
Schools and Institutes of Administration” - IASIA), Professor Mirko Vintar
(President of the "European Association for Public Administration
Accreditation” - EAPAA), Professor Allan Rosenbaum (past President of the
"American Society for Public Administration” - ASPA) and Mr. Paul Maassen
(Director for Civil Society Engagement at the "Open Government Partnership”
- OGP) were present at the conference.

As a conclusion of the conference it was decided that in order to provide
the desired openness, transparency and ethics in public administration, the
need to change the values of today's society as such must be addressed.
These areas are interconnected, thus a complementary approach is required
in order to raise awareness of the above mentioned topics. The role of the
independent media and investigative journalism was especially emphasised, as
well as the importance of education.
