MICHAL KULESZA
JD 1969, PhD in Law 1993, Habitation 1987. Professor at the University of Warsaw and Head of the Public Administration Dept. Also, since 2001, Professor in WSB - NLU, Nowy Sącz. His publications include more than 150 works in administrative law and public administration. His "Public Administration. General Outline" (co-author) 1998, 2nd ed. 1999 is used in Poland as the basic textbook for the University courses in public administration.
1989 he was a Round Table negotiator (on the Solidarność side, Group of Local Government). Since 1989 deeply engaged into transformation process of Polish public administration. Author and co-author of many legislative acts drafts. He was one of the main authors of the Polish local government law and reform in 1990 (gmina), 1992-1994 he was Under-secretary of State in the Cabinet of Mrs. Suchocka responsible for Public Administration Reform, prepared but not implemented for political reasons. He was one of the main authors of the second stage of general reform of public administration in Poland (poviat, voivodship): 1997-1999 he served as Secretary of State in the Cabinet of Mr Jerzy Buzek and Government Plenipotentiary for the Systemic Reform of the State.
He was the founder (1990) and editor (1990-1991) of "Wspólnota" (Community), a local government weekly; the founder (1991) and editor of "Samorząd Terytorialny" (Territorial Self-Government), a scientific monthly review. Since 1999, President of the Polish Association for Public Administration Education (SEAP). Legal advisor (Member of the Warsaw Bar). Partner in "Kulesza & Kamiński - Counsellors at Law and Public Administration" since 1994, suspended 1997-99 while in Government.
