EMILIA KANDEVA - SPIRIDONOVA
J.D. 1961, Ph.D. in Law, 1972. Habitation 1988. Professor of Administrative Law and Public Administration, and Dean of Law School, Bourgas Free University since 1996. A Director of the Centre for Administration at the Council of Ministers - a position of a deputy minister to the Prime Minister of Republic of Bulgaria at the first democratic government in 1992-93. A founder and the Director of the first MPA Program in Bulgaria at the New Bulgarian University, Sofia in 1996 - 1999. A Fulbright professor. Her publications include more than 90 works in administrative law and public administration. Her "Public Administration" 1998, 2nd ed. 2000, 3rd ed. 2003 is used in Bulgaria as the basic textbook for the university courses in Public Administration. Her other books such as "Discretionary Power in Administrative Practice", "Local Government Administration in USA", "Administrative Decision", "Papers in Administrative Justice", "Legal Foundations of Civil Service" (co-author) have two and more editions too. Since 1972 she has been teaching courses in Public Administration, Comparative Public Administration, Comparative Local Government, Civil Service, Administrative Law in universities in Bulgaria, USA, Finland, Ireland, England, Turkey. Honoured a "St. St. Cyril and Methodius" State Golden Order for achievements in the area of science and education.
