Activities: Working Group  on Internationalization and Networking of Public Administration Studies and Civil Servant’s Training Systems
 

The WG met at the first time with the modified name on the 18th NISPAcee Annual conference, in Warsaw, Poland under the leadership of Professor Eugenius Chlivickas.

 

Activities in 2014

Meeting of the Working Group on Internalization and Networking of Public Administration Studies

Internationalization and networking processes are one of the most important conditions for a modernization of the public administration studies and civil servants’ training systems in the European Union and in Central and Eastern Europe (CEE) countries. The public administration studies and civil servants' continuous training systems are closely related to the strengthening of administrative capacities and new quality creation according to the new global challenges.

In general the following relevant problems were discussed in the working group:

·new challenges to develop public administration studies under conditions of internationalization and networking;

·progressive experience of public administration studies accumulated through international practice;

·establishment and development of public servants education and training systems;

·development and implementation of national and international solutions for improvement of such systems, based on lifelong learning principles.

The main attention was paid to the following issues: accepting new challenges for the improvement of public servants training, studies and qualification quality; how to make public administration studies and professional development quality relevant to international standards and current needs; the importance of internationalization and networking for teaching and professional development processes; sharing new experience accumulated in CEE countries, members of the EU, while improving public servants qualification and organizing teaching and studies; international cooperation: its cultivation not only in CEE countries, but also within the EU and Europe focusing on the EU quality parameters; possibilities for application of the experience accumulated by 'old' EU countries as well as Western countries in CEE countries; opportunities for dissemination and application of Central and Eastern countries experience in other CIS countries; integration of scientific research elements into processes of studies, training and qualification improvement by networking and internationalization; necessity to conduct and expand scientific researches in the sector of civil servants and public administration specialists, studies and professional development.

The work in the group in year 2014 revealed several problems of international cooperation development in the area of civil servants’ training and suggested solutions to them. The results of the WG-5 were determined the main priorities of the WG-5 for the year 2015: progressive experience of public administration studies and civil servants training accumulated in the world practice, EU countries and other countries; new challenges, new opportunities and new teaching technologies which are to be taken into consideration under conditions of EU enlargement and networking; analysis of current situation; integration of scientific research elements into processes of studies, training and qualification improvement by networking and internationalization; development of internationalization of public administration studies and civil servants training systems and implementation of long-term strategies; development and implementation of international programmes and projects.

The main priorities of the working group are focused on the following issues: progressive experience of public administration studies and civil servants´training accumulated in the world practice, EU countries and other countries; new challenges, new opportunities and new teaching technologies which are to be taken into consideration under conditions of EU enlargement and networking; analysis of current situation (analysis and comaprison of public administration studies and training systems in different Eastern and Central European countries); development of internationalization of public administration studies and civil servants´training systems and implementation of long-term strategies; development and implementation of international programmes and projects; networking as the amin priority of internalization of the public administration studies and civil servants´training systems.

The work in the group in 2012 revealed several problems regarding international cooperation development in the area of civil servants’ training and suggested solutions to them. The title and content of the WG is relatively new – particularly actual and promising nowadays. So, there is a great demand to continue the work in 2013 which has already begun.
 
In current time, internalization and networking processes are two of most important conditions for a modernization of the public administration studies and civil servants´training systems. These systems are closely related to the strengthening of administrative capacities and new quality creation according to the new global challenges.
 
Therefor the main attention of working group was focused on the following issues: 
  • accepting new challenges for the improvement of public servants’ training, studies and qualification quality,
  • the importance of internalization and networking for teaching and professional development processes,
  • sharing new experience accumulated in CEE countries, memebrs of the EU while improving public servants qualification and organizing teaching and studies,
  • international cooperation: its cultivation not only in CEE countries, but also within the EU and Europe countries, opportunities for dissemination and application of Central and Eastern countries experience in Russia and other CIS countries and opprotunities for applying experience from Russia and other CIS countries,
  • integration of scientific research elements into processes of studies, training and qualification improvement by networking and internalization,
  • necessity to cunduct and expand scientific research in the sector of civil servants and PA specialists, studies and professional development.

The main attention of the working group on this year conference focused on:
  • accepting new challenges for the improvement of public servants’ training, studies and qualification quality in the future,
  • new phenomena and problems which will appear in the future,
  • development of the democratic spirit finds 21st century values in the process of qualification development,
  • how to make public administration studies and professional development quality relevant to international standards and current needs,
  • the importance of internationalisation and networking for teaching and professional development processes; sharing new experiences accumulated in CEE countries and members of the EU, whilst improving public servants’ qualifications and organising teaching and studies,
  • how the training content of professional development should be relevant to networking determinated by EU enlargement and perspectives of EU cooperation with Russia and other CIS countries,
  • possibilities for application of the exeprience accumulated by "old" EU countires as well as the USA or other Western countries in CEE countries.

On the meeting of working group were discussed the following problems:

  • new challenges to develop public administration studies under conditions of internationalisation and networking;
  • progressive experience of public administration studies accumulated through international practice and networking;
  • establishment and development of public servants’ education and training systems and the development and implementation of national and international solutions for the improvement of such systems.

The working group specified certain problems and suggested solutions to them. First of all, it was decided that the content of the public administration studies has to be relevant to the new requirements, predetermined by internationalisation and networking and prospects of co-operation between the EU and other countries.

 

Moreover, education processes of public administration studies and in-service training have to be increasingly internationalised. It is essential to develop international networks of Centres and Institutions for civil servants and public administration specialists’ training, studies and in-service training, and also to develop distance-learning technologies and, based on that, to internationalise the processes of training, studies and in-service training.

 
 
 

The Working Group on Capacity Building of a Civil Servants’ Training System According to EU Requirements was established in the year 2003 and from then the members  met each year  at the following NISPAcee conferences:

The following relevant problems were discussed during the meetings:

  • new challenges to develop public servants training system under conditions of globalization, EU enlargement and knowledge society establishment;
  • progressive experience of public servant’s training accumulated through international practice;
  • establishment and development of public servants training systems, development and implementation of national and international strategies for improvement of such systems.

It was decided, that the content of the training and in-service training has to be relevat to the new requirements, pre-determined by EU enlargement and prospects of cooperation between EU and other countries. The quality of training and in-service training has to comply with the international standards and the latest requirements. It is therefore necessary to establish an efficient system of certification for training programmes, to develop and implement highly dynamic systems of criteria for international certification of the training and in-service training programmes for civil servants and public administration specialists in all countries of the EU, as well as third countries.


Processes of trainigand in-service traning ahve to be increasingly internationalised: training, studies and in-service traning reqire involvement of foreign lectures and trainers: it is essential to develop international networks of centres and institutions for civil servants and public administration specialists training, studies and in-service training; it is essential to develop distance-learning technologies and, based on that, to internationalize processes of training, studies and in-service training. It is necessary to conduct extensive scientific research in the area of training, studies and in-service training for civil servants and public administration specialists and to initiate and carry out comparative research in the actual quality of training and in-service training systems.
