Lucie Sedmihradska teaches at the University of Economics in Prague. Her research is focused mainly on public budgets and budgeting both at the central and municipal government levels. She received several grants including Jean Monnet Project Czech Republic (1999-2002) and post-doctoral grant from the Czech Science Foundation (2003-2005) and participated on several domestic and foreign research projects. She realized a post-doctoral study stay at Carl Vinson Institute of Government - University of Georgia.

Nadezhda Bobcheva, Municipality of Silistra, Economic Activities and International Programmes Directorate, Bulgaria

Nadezhda Bobcheva works at the Municipality of Silistra (Bulgaria) as a Director of Economic Activities and International Programmes Directorate. She is also a part-time lecturer at the University of Ruse (Bulgaria) teaching Project Cycle Management and Sustainable Regional Development. Her professional experience also encompasses work at the District government of Silistra and Bulgarian Joint Technical Secretariat, managing various PHARE cross-border cooperation programs concerning Bulgaria and Romania. She has been a team member, coordinator and consultant in projects focused on local development. She holds an M.A. in Urban Management from Erasmus University, Rotterdam, Institute for Housing and Urban Development Studies, and an M.A. in Comparative Local Development (completed with the joint cooperation of the University of Trento, Corvinus University in Budapest, and the University of Regensburg). Her main fields of interest include public finance, public service provision, and inter-municipal cooperation.

Zeljko Sevic is Professor of Accounting, Finance and Public Policy, and Director of Research, Outreach & European Affairs, in the University of Greenwich Business School in London. His main research interests revolve around management accounting applications in the public sector, especially in the policy decision-making process, public sector accounting and reporting, public sector reform, public sector performance management, and public sector system design and accountability. Recently, he completed a study on the use of user charges and fees in securing local government revenues in Europe, and completed a project on designing a fiscal/financial information system at the sub-national level for the Macedonian Ministry of Finance (2004). More recently (2005-2006), Dr. Sevic has worked on drafting primary and secondary accounting legislation in Serbia and secondary accounting legislation in Montenegro as an EU Expert Advisor. He also assisted in the development of secondary banking legislation in Serbia and primary and secondary banking legislation in Montenegro. Professor Sevic was also a Key International Finance Expert Adviser on the EU/World Bank-sponsored project on "Pay Reform in the Serbian Civil Service and the Entire Public Sector” and has been a consultant for the OECD and Council of Europe. He is currently working on public sector reform issues in Vietnam and Japan (planned book projects). He has also held a number of visiting academic/research positions in Austria, Australia, Bulgaria, Croatia, Japan, Poland, Slovenia, Ukraine and the US, and has gained professional experience in both public and private sectors, at a senior level, before becoming a full-time academic in the mid-1990s. He was twice a visiting scholar at the Japanese Ministry of Finance. Professor Sevic holds terminal degrees in law and financial economics and also has accounting professional qualifications.
