LjubljanaThe NISPAcee Conference provides a forum to encourage the exchange of information and developments in the theory and practice of public administration and public policy. The Conference addresses experts, scholars and practitioners who work in the field of public administration in Central and Eastern Europe (including all countries covered by the NISPAcee membership, the Russian Federation, Caucasus and Central Asia).
 
The Conference will be structured into opening and closing plenary sessions, general session, working sessions on the main conference theme, specialized panels and forums and meetings of NISPAcee Working Groups running in parallel.
Papers have been invited for the General Session, the Main Conference Theme or on the themes of the Working Groups announced for the conference. 

Deadline for applications with papers and proposals for panels and forums was October 31, 2005 (closed)

The coordinators of the General Session, of the session on the Main Conference Theme and Working Group coordinators, have  selected the papers to be presented at the conference.

The final version of the completed paper should be prepared according to  NISPAcee MANUSCRIPT GUIDELINES (in PDF)  and submitted via the NISPAcee website by April 10, 2006 at the latest.

General Session:
To open the NISPAcee Annual Conferences to even more potential contributors and to make it even more attractive as the meeting of Public Administration and Policy scholars, experts, and practitioners in the region and one of the most important meetings of the field internationally, the 14th NISPAcee Annual Conference will introduce a new concept: That of a General Session, in which papers not restricted by any topic or theme can be presented. The only criteria for acceptance are (a) scholar quality, (b) interest of topic and (c) “from or about the region”, i.e. papers should come from Central and Eastern Europe, Central Asia, and the Caucasus, or be about that region. It is intended to give scholars the possibility to present their most interesting and recent research that they would want to share and discuss with an international and knowledgeable audience – and to give them the option to do it in the NISPAcee framework. As with all sessions, the best papers will be published in the Conference Proceedings.
 
Main Conference Theme:
NISPAcee is inviting all member institutions, associate and individual members, as well as others interested in the topics of public administration and public policy in Central and Eastern Europe for participation and discussion of the issues of building a professional, impartial and transparent public administration and public policy-making system at the 14th NISPAcee annual conference.
 
Countries of Central, Eastern Europe and Central Asia are facing new challenges in their administrative development. While they are still designing their own institutional systems based on their own historical development and culture, they also can learn from each other’s experiences. New EU member countries are adapting to the new environment within the EU. After the legal harmonization with the EU law, these countries are looking for not only more efficient and economic public administration but also for the stabile professionalism and transparent functioning in the policy process. The accession countries are struggling with the tasks of administrative and legal capacity building, and they may utilize the rich experiences the new member states gained during their learning period. Those countries just going through the latest democratic renewal need support in strengthening the democratization and professionalization of their system of governance. Civil servants in the NISPAcee countries are frequently facing a growing degree of politicization in the public service. This unwanted tendency may result in very counterproductive outcomes in the operation of the public administration and the policy-making, like the deficits in the professionalism and the decaying impartiality. The new trends, the media coverage of the politics and the governance have also threats in the real transparency of the policy process.
Educators, researchers and practitioners arriving from different functional territories of public administration and public policy are able to enrich the discussion and the collective knowledge with papers about key issues like the following:
  • Experiences of the new EU member states in building transparent and impartial implementing institutions in order to utilize the advantages of their EU membership.
  • Impacts of the EU accession on the professionalization of public administration and public policy in CEE countries.
  • Conclusions of the subsidiarity in the practice on the national and municipal level of the public administration.
  • The guarantees of a transparent and professional system of public procurement.
  • Imbalances in politico-administrative relations: politicization and its consequences in the civil service and in the policy process. Analysis and cases of the latest developments in civil service systems.
  • Political culture in the policy-making process: transparency and impartiality of the allocation of the resources.
  • Media coverage of the governance: chances of a professional policy communication. Functions of the government communication.
  • Civil society as policy actor: reconciliation of the interests of the “-cracies” (democracy, technocracy, bureaucracy). Democratic and impartial policy-making process.
  • Politicization, ethics and administrative culture: experiences and developments in the Central Asian and Southern Balkan countries.
  • Values and code of ethics: guarantees of the impartiality and professionalism in public administration.
 
NISPAcee Working Groups:
NISPAcee Working Group is a group of researchers and/or professionals associated with NISPAcee who are investigating a particular public administration or public policy topic. Currently, there are nine NISPAcee Working Groups which intend to schedule their meetings during the 14th NISPAcee Annual Conference in Ljubljana.

Panel Sessions and Forums:
Several panel sessions and forums are planed to be included in the conference programme.
The overall objective is the presentation of different projects and relevant activities as well as to enable and facilitate the exchange of views, experiences and good practices among participants, institutions and countries. Proposals with the identified topic and presentations will be considered by the Conference Committee.

Applicants  completed an application form on the NISPAcee web (all in English) and did input an abstract of a paper  relevant to the main conference theme or Working Group themes (maximum two pages - 3600 characters and attached the CV file (maximum 2MB).

Support:
NISPAcee will not provide grants for participation in the conference. All applicants are therefore requested to find their own resources, either from their schools or institutions or by applying for individual grants through domestic or international sponsor organisations which provide grants for conference participation. Please contact the NISPAcee Secretariat immediately if you need any assistance in this matter (e.g. invitation letter). NISPAcee, in co-operation with the working groups’ coordinators, has been developing projects for seeking funding to support Working Groups activities, including travel and lodging for a limited number of participants during the meetings. However, this funding is not guaranteed
and prospective participants are advised to look elsewhere for funds to cover their expenses.
 
Paper selection criteria
The coordinators of the General Session, of the session on the Main Conference Theme and Working Group coordinators, have  selected the papers to be presented at the conference using the following criteria:
 General Session:
(a) Scholar quality,
(b) interest of topic and
(c) “from or about the region”, i.e. papers  from Central and Eastern Europe, Central Asia, and the Caucasus, or about that region.
 
Main Conference Theme and Working Groups:
- The nature of the topic and its relevance to the main theme of the conference or a working group - The specificity of the research topic and/or case example
- The scholarly quality of the paper - strong preference have  been given to analytical papers based on empirical evidence
 
Work plan and papers

The final version
of the completed paper should be prepared according to  NISPAcee MANUSCRIPT GUIDELINES (in PDF)  and submitted via the NISPAcee website by April 10, 2006 at the latest.
 
Papers will be accessible for all conference participants on the NISPAcee website prior to the event. Copies of papers will not be provided by NISPAcee during the Conference. Authors of the papers are welcome to bring copies of their papers for distribution at their working session or working group. Papers which are not accepted for the presentation may be duplicated and distributed during the Conference to interested participants by the authors themselves. The most representative papers of the Conference will be submitted to the selection process and published in the Conference Proceedings.
The publication of speeches or papers presented at the Conference requires the authorisation of NISPAcee. This means that the authors should contact the President of the Association, or the Executive Director, prior to giving their agreement for publication of their paper by some source other than NISPAcee.
