Introduction
Twenty-first century concepts of effective government favor performance-oriented management systems that deliver quality service to citizens. Officials are held accountable for the economic and social consequences of management decisions and practices. Such high public expectations present senior civil servants with professional challenges and leadership opportunities. Thus, Galilee International Management Institute (GIMI) from Israel and the Latvian School of Public Administration (LSPA) joint their efforts to provide a unique and complex two phases training programme for high rank senior government officials from the Russian Federation, Eastern Partnership countries (Ukraine, Moldova, Belarus, Azerbaijan, Armenia and Georgia) and Central Asian countries (Kazakhstan, Kirgizstan, Tajikistan, Uzbekistan and Turkmenistan).

Objectives
The programme aims to equip participants with both advanced managerial techniques and specialised knowledge, to increase their capacity for innovative planning and implementation of policy in response to changing socio-economic realities, and to improve their strategic-thinking, problem-solving and decision-making skills.

Structure
The joint training programme is organised in two parts:
Part I: Israel, 19-30 March 2015.
Part II: Latvia, 7-18 September 2015.

Costs
The participation fee per participant is Euro 8,000 for 24 training days in total (12 days in Israel and 12 days in Latvia) to cover registration costs, full tuition, training materials, accommodation, meals and study tours on both locations. The visa and transportation costs are not included by the fee. Interested participants are strongly encouraged to contact international organisations for a full or partial funding.
