Gyorgy Hajnal is a Professor in the Department of Public Policy and Management, Corvinus University of Budapest and Senior Researcher at the Hungarian Academy of Sciences, Institute for Political Science. Prior to his current positions he worked as a Senior Researcher/ Head of Department for 15 years at the Hungarian Institute of Public Administration and its successor organisation. Besides his full-time academic positions he has been and contiues to be extensively involved in international research cooperation projects in topics relating to comparative public management reforms. He has also served as a consultant to various international academic, governmental and business organisations. He has been serving as a NISPAcee President since May 2018.

Gianluca Misuraca is founder and Vice President on Technology Diplomacy and International Relations of Inspiring Futures (IF), a global advisory consultancy in Strategic Foresight, Social Innovation and Digital Governance with headquarters in Lausanne and Seville.
He is also an advisor to several International Organizations, and development institutions worldwide. Among his key assignments he is currently leading, on behalf of the European Commission’s Service for Foreign Policy Instruments (FPI) and DG CONNECT, the multi-year facility support initiative "International Outreach for human-centric Artificial Intelligence” (InTouchAI.eu) and the design of the Multilateralism and Digitalisation Strategy for the European Commission’s DG INTPA, as well as supporting the preparation of the Strategic Foresight Report on Green and Digital Transition 2050.As part of his academic roles, Gianluca is the Executive Director of the Master on Artificial Intelligence in public services (AI4GOV) led by the Universidad Politécnica de Madrid, a Senior Research Associate at the Department of Design of Politecnico di Milano and a Research Fellow at the Department of eGovernance and Administration of Danube University Krems in Austria. Furthermore, he is a Special Advisor on Digital Public Administration for the Centre for Digital Economy (CED) and on Democracy in the Digital Age for Re-Imagine Europa (RIE).

Description:

Contemporary public administration is tackling the challenges of globalisation, social and demographic changes, migration, and climate change. Layered and complex reform trajectories and instruments are needed to modernise public administration, improve the efficiency and effectiveness of service delivery, and achieve high standards of reliability and accountability. All sectors of society, including public administration, will have to play a role in the effort towards a green transformation.

Faced with rapid and accelerating socio-economic change, public administrations need to take into account the opportunities offered by new technologies, as well as develop new services aimed at openness, transparency, and citizen participation accordingly. The conference will pay particular attention to the topic of the digital transformation of public administration. The issues to be taken into consideration are as follows: the role of the public sector in the Fourth Industrial Revolution, as well as the challenges of implementing new technologies in the transformation of public administration. Moreover, in the knowledge society, the capacity to innovate and the ability to implement innovations are very important for the public administration of the future.

The scope of the topic is an opportunity to directly reference the theme of the 2011 conference held in Varna, Bulgaria - Public Administration of the Future. The objective of this topical review is to gain insight into the changes and developments predicted and problematised at the Varna conference (public administration reform, e-Government, Civil service, fiscal policy...) and to gain insight into the realised potential, new challenges, and issues of public administration a decade later.

Call for papers:


The call for papers is open to all topics and all methods and approaches relevant for the theme: From conceptual and theoretical papers to case studies and policy and applied level assessments, from „large n” quantitative analysis to in-depth qualitative investigations, the conference will provide a forum for an open exchange of theoretical ideas and applied level experiences. A special attention will be given to the NISPAcee region. However, the conference will aim at the same time to integrate and connect the experience and perspectives emerging from countries of the NISPAcee region to the current global experience and perspectives regarding the described main theme of the conference.

From participants of the main theme sessions full paper is required before the conference.
