Dr. Jaroslav Dvorak is Head of the Department of Public Administration and Political Sciences and has longstanding research experience in public service delivery and performance evaluation of public organisations. He has also prepared and published scientific publications on these subjects. Jaroslav Dvorak is the coordinator of the two study programmes: Bachelor in Public Administration and Master in Regional Governance. Jaroslav Dvorak contributed to the preparation of the Inventory of the Public Administration profession for the Study Quality Assessment Centre in Lithuania. He was visiting researcher at Uppsala University (2017), Institute of Russian and Eurasian Studies, Sweden and visiting professor at Bialystok Technical University (2017), Poland. Jaroslav Dvorak is involved in the editorial board of international scientific journals. He has conducted research in Poland, Bulgaria, Slovakia, Lithuania, Belarus, Portugal, Spain, Sweden and Australia on different issues relating to evidence based policy. Currently he is working with different projects on e-participation in Baltic states.

Dr. Primož Pevcin is associate professor for public sector economics and management at University of Ljubljana. He has been actively involved in several national and European research and developmental projects on public administration related topics, including also projects aimed at improving creative and innovative potential. He has been also involved in training of national and international civil servants and other practitioners, and coordinated several intensive study programmes related to political and economic challenges of public administration.

The aim of the panel on Cultural Policy, Creativity and Smart Management in Central and Eastern Europe addresses the framework of public policy and cultural planning, which are perceived as driving tools for smart development. Relations between the arts, culture, creativity and government policies will be addressed under the umbrella of the 27th NISPAcee conference to take a multi-actor approach to cultural policy analysis and management (policy design, implementation, and learning).

The focus for the upcoming conference is to encourage researchers, as well as practitioners’, to focus on various areas of cultural policy and their impact on creativity and smart development. It is obvious that the presenters will look for the answers to the following questions: What are the key barriers and opportunities of policy design and implementation in cultural policy agendas and arenas? What are the key impacts of cultural policies on the level of creativity? How do culture and creativity shape smart development?

 

The authors are welcome to present their paper proposals focusing on:
-    Cultural policies’ and creativity actors’ contribution to policy making.
-    Governments’ incentives and approaches for the preparation and implementation of smart initiatives and culture-led development.
-    The impact of cultural festivals (events) on city branding, local politics, identity and the economy.
-    European Capital of Culture: What works in practice and what are the results for cities from the central and eastern European region.
-    Smart technologies and management.
-    Government and citizens’ coproduction for creativity development.

 

 

We invite prospective presenters to focus either on case studies, comparative research, evaluation of impacts and effects or a theoretical discussion of the further perspectives to increase the practical relevance of the open panel and the development of a common knowledge base involvement of practitioners would be highly appreciated. We therefore request presenters to add at least a few paragraphs to their papers focusing on their practical relevance. Papers written in cooperation with practitioners and researchers are most welcome. Points for practitioners in each paper proposal are required.
