Dr. Tina Jukić, Assistant Professor, gained her PhD in administrative science at the Faculty of Administration of the University of Ljubljana in 2012. Since 2006 she has been employed at the same Faculty as a teacher and researcher in the field of informatics in the public sector. Her research activities are predominantly focused on various viewpoints of e-government, lately mainly on the social media usage in public administration, evaluation of e-government projects and policies, as well as content analysis of e-government research.- Prof. Edoardo Ongaro, The Open University, UK
Edoardo Ongaro is Professor of Public Management at The Open University, UK. Since September 2013 he is the President of EGPA, the European Group for Public Administration, and since 2015 he is an editor of Public Policy and Administration. He has served in various academic and expert committees and has contributed to numerous international research projects.He has published extensively on the topic of administrative reforms and comparative public management. His works include The Palgrave Handbook of Public Administration and Management in Europe (Palgrave, 2018, co-edited with Sandra van Thiel); Public Administration in Europe: The Contribution of EGPA (Palgrave, 2018, editor); Philosophy and Public Administration: An Introduction (Elgar, 2017); Strategic Management in Public Services Organizations: Concepts, Schools and Contemporary Issues (2015, Routledge, co-authored with Ewan Ferlie); Multi-Level Governance: The Missing Linkages (editor, 2015, Emerald); and Public Management Reform and Modernization: Trajectories of Administrative Change in Italy, France, Greece, Portugal and Spain (2009, Elgar); also published with Elgar are: Governance and Intergovernmental Relations in the European Union and the United States: Theoretical perspectives, 2010, and Policy, Performance and Management in Governance and Intergovernmental Relations: Transatlantic Perspectives, 2011 (both co-edited with Marc Holzer, Andrew Massey and Ellen Wayenberg). Professor Ongaro is Fellow of the Academy of the Social Sciences.

Keith Shaw is Professor of Politics in the Department of Social 
Sciences, Northumbria University. He is currently Project Coordinator for the Horizon 2020 COGOV project.
He has published extensively on urban and regional governance, public services reform, local government, resilient public organisations and cross-border policy collaboration. He has previously
been involved in the EU CONNECTIONS project (on Partnerships for Social Inclusion) which involved a number of European municipalities and universities in Rotterdam, Munich, Budapest, Vienna, Oslo,
Malmo and Newcastle. Since 2014, he has been heavily involved in undertaking funded research on Devolution within the UK. This includes being the lead author of two major reports, Borderlands: can
the North East and Cumbria benefit from greater Scottish autonomy? and Developing the Framework for a Borderlands Strategy. He was the Principal Investigator on the ESRC Seminar Series, ‘Close Friends? Assessing the impact of greater Scottish autonomy on the North of England and Scotland. In 2016 he was awarded a grant by the Joseph Rowntree Charitable Trust to investigate ‘Changing Regional Governance’ and an ESRC award to examine policy-makers understanding of the implications of Brexit for economic development and devolved governance on the North of England.

Panel focus
The panel discussion will be designed around the idea that the desired whole-scale renewal and redesign of public administration organisations can most usefully be seen through a strategic management prism, that is one which integrates and goes beyond standard Weberian/bureaucratic and New Public Management (NPM) paradigms to display a greater concern for core and bottom up themes of public value, co-creation and democratic participation as complementary values to those of due process (Weber) or efficient and cost effective service production (NPM). The strategic management focus of the panel differs from an operational management perspective in that it is organisation-wide, operates at a higher order than functional level strategies (e.g. Finance; Human Resource Management) and proceeds over a much longer timeframe.
In particular, we will focus on various downwards facing models of strategy and schools of thought that may help local governments and national agencies build more participatory, legitimate and inclusive decision-making processes, which we are exploring in our current and major EU Horizon 2020 funded project in this area.
The aim of the panel is to disseminate and receive feedback on intermediate results of the EU-funded project COGOV.
In particular, we will focus on various downwards facing models of strategy and schools of thought that may help local governments and national agencies build more participatory, legitimate and inclusive decision-making processes, which we are exploring in our current and major EU Horizon 2020 funded project in this area.
