Professor, Kyiv-Mohyla School of Governance, National University of
Kyiv-Mohyla Academy, Ukraine. Lesya worked for the Economic Policy
Department, National Academy of Public Administration, Office of the
President of Ukraine for more than 20 years. She worked as an adviser in
policy analysis and financial policy for various technical assistance
projects provided by USAID, CIDA, and UNDP and participated in training
projects provided by Wales University, World Bank etc. in CEE and Balkan
countries. She has wide experience in designing and delivering training
courses for multi-ethnic groups. She has more than 100 publications
which include monographs, articles, and research and policy papers.

Dr.
Jaroslav Dvorak is Head of the Department of Public Administration and
Political Sciences and has longstanding research experience in
evidence-based public policy making. He has also prepared and published
scientific publications on these subjects. Jaroslav Dvorak is the
coordinator of the two study programmes: Bachelor in Public
Administration and Master in Regional Governance. Jaroslav Dvorak
contributed to the preparation of the Inventory of the Public
Administration profession for the Study Quality Assessment Centre in
Lithuania. He was visiting researcher at Uppsala University (2017),
Institute of Russian and Eurasian Studies, Sweden and visiting professor
at Bialystok Technical University (2017), Poland. Jaroslav Dvorak is
involved in the editorial board of international scientific journals. He
has more than 100 publications. Currently he is working with different
projects on participatory budgeting in Baltic states. He is Klaipeda
University representative at Klaipeda region development council.

Mihaela
V. Cărăuşan held positions in the government; in the nongovernmental
sector; and in academia. Presently, she is Vicedean at the Faculty of
Public Administration, National University of Political Studies and
Public Administration and Executive Director at the Association Centre
of Academic Excellence.
Her professional development includes trainings followed at the Centre
International de Formation Européenne from Nice, France (1998), Venice
Commission – Council of Europe (2001 and 2007), the Romanian Institute
of Diplomacy (2010) and Complutense University of Madrid (2013).
Carausan has published widely in the areas of administrative law,
street-level bureaucracy, regulatory impact assessment, citizens’
participation and public integrity. Her recent research has focused on
monitoring and evaluation of public procurement, and she authored more
than 50 articles and books in the areas of interests. She collaborates
with different journals as member of the scientific committees or as
reviewer. Dr. Carausan received her PhD from the University of Craiova
in European Union law and her Master’s from the University
"NicolaeTitulescu”. She coordinated different Romanian and European
research and educational projects, and she is a member of the American
Society of Public Administration, American Evaluation Association and
European Law Institute.
Call for papers
WG Background and Rationale:
In recent years there has been a significant effort to improve decision making within the public sector by developing capacity in evidence-based policy making in general and policy analysis in particular in CEE, Central Asia and Caucasus countries.
The Working Group began in 2008 as a Panel Session on Policy Analysis Issues and, based on the increased demand, became an annual Working Group. In the last 10 years the wide variety of papers and the large number of participants confirm the strong interest in evidence-based policy making and policy analysis in the regions. Thus, the WG continues its activities in supporting the great interest of potential stakeholders of evidence-based policy making and institutionalisation of policy analysis procedures that impact the economic, social and political environment in CEE, Central Asia and Caucasus countries and encouraging experience and knowledge exchange on how academics can meet the urgent needs of public servants and civil society.
The goal of the WG is to focus on discussions and debates around capacity challenges to professional evidence-based public policy making in the countries embraced by NISPAcee, and not limited to institutionalisation of public policy analysis procedures and concrete remedies for those challenges.
For the 29th Annual NISPAcee Conference Citizens' Engagement and Empowerment - the Era of Collaborative Innovation in Governance, the WG on EVIDENCE-BASED PUBLIC POLICY MAKING welcomes theoretical, empirical or comparative research papers from academics and practitioners on both diagnosis and possible remedies for shortcomings or bottlenecks of evidence-based policy making. The WG is interested in papers which focus on those aspects and particularities of policy making, policy analysis or monitoring and evaluation of public policies experiences in a single country and/or region, either generally or in specific sectors.
The papers can address not only recommendations for further research, but also practical points for practitioners. In this respect, collaborative papers between researchers/academics and practitioners are highly welcomed.
All papers should include at least, but not limited to, the following sections: introduction; background of the chosen issue; literature review; objective of the study; research methodology; analysis; main findings and policy implications; ideas and recommendations for further research.
