SHI Hexing , Professor of Political Science, Director General of the Department of Politics and Law at China National Academy of Governance. He graduated from Peking University and received his Ph.D. in Political Science in 1994 and then became a member of the faculty in the Department of Political Science and Public Administration. He was a visiting scholar at Saitama University in Japan in 1995. From 1998 to 1999, he was selected as a Harvard-Yenching visiting scholar at Harvard University.

Marton Gellen graduated from ELTE University and later received an MBA degree from Debrecen University and an MA degree at Corvinus University, Budapest in public procurement management. He defended his PhD. in public sector reforms in 2012. He was a visiting Associate Professor at Kwansei Gakuin University, Japan in 2017. Currently he serves as Deputy State Secretary at the Ministry of Justice of Hungary.
Scope of the Panel:
It has been a major trend in Central and Eastern Europe for more than two decades after the fall of the iron curtain that state capacities should be downsized whatever it takes. Downsizing, liberalisation, outsourcing, marketisation and other similar topics seemed to dominate scientific discussions on public sector reforms. The economic crisis starting in 2008 questioned this model and countries in the midst of the enormous challenges began to realise that their previous reform path resulted in the loss of public sector capacity which would have been vital for managing the crisis. Different experiences in the successful handling of the economic crisis offer – as exemplified by diverse Chinese and also central and eastern European approaches to crisis management and capacity building – offer useful perspectives of public sector capacity management that can offer useful insights to both academics and practitioners in the field.
Objectives:
To share theories and experience in public sector capacity building in CEE countries and China. Cross-nation cooperation opportunities are to be cited and discussed.
Focus and the topics to be covered:
- Challenges and trends for public sector capacity building in the backdrop of globalisation, digitalisation, urbanisation and aging society.
- Institutional capacity building and public management reform approaches in the post-crisis era.
- Competency development for civil servants.
Requirements for contributions:
Papers will be considered by the coordinators of the Panel according to the criteria of originality, subject balance and geographical spread. Papers should include:
•Introduction, which clearly states the objectives of the paper and how they relate to the panel’s overall objectives.
•Description of the problem studied.
•The research question to be answered in the paper.
•The way in which the research question is going to be answered.
•Information about the case(s)/data to be analysed.
•Evaluation and policy implications.
Conclusions and discussion about the results, the recommendations for practitioners (this part needs to result from the previous parts of the paper).
Potential or invited participants:
Practitioners or researchers in relevant fields from CEE and China, e.g. China National Academy of Governance, Academy of Governance at local level in China, and institutes/associations on public sector reform and government HR development.
