A substantial part of the NISPAcee region consists of countries with an important Islamic presence or legacy, but this crucial variable in Public Administration and Policy has so far not been adequately addressed; all too often, with the exception of Central Asia, scholarship and reform have simply dismissed it as a hindrance to "modernisation”.

However, today there are questions that need to be answered:

  • Are there Islamic models of PA?
  • Is there an Islamic PA legacy even in secular, and/or formerly Ottoman, societies in the regions?
  • Are Globalisation, Westernisation, and Europeanisation challenging Islamic PA, or is it rather the other way round?
  • How do the recent debates about modes and indicators of Governance, and of Non-Western PA, influence our perception of Islamic PA?
  • What does all of this mean for Public Administration Reform?

To address these issues, NISPAcee will have a discussion panel in Budapest, followed by a session with papers, primarily from and about the regions, but also open to other aspects and areas of Islamic PA. If successful, we will establish a Working Group from 2015.

Papers are therefore invited for the paper session. At this point, we are particularly interested in historical, theoretical and conceptual papers, as well as in concrete case studies.
