Internationalization and networking processes are one of the most important conditions for the modernization of the public administration studies and civil servants’ training systems in the European Union and in Central and Eastern European (CEE) countries. The public administration studies and civil servants‘ continuous training systems are closely related to the strengthening of administrative capacities and new quality creation according to the new global challenges.
In general the following relevant problems will be discussed in the Working group:
new challenges to develop public administration studies under conditions of internationalization and networking;
progressive experience of public administration studies accumulated through international practice;
establishment and development of networking models for public servants education and training systems, development and implementation of national and international structures for the improvement of such systems.
Special attention will be paid to the following issues:
new challenges for the improvement of public servants training, studies and qualification quality in times of crisis, according to the demands of public administration of the future;
new experiences accumulated in CEE countries, members of the EU, while improving public servants qualifications and organizing teaching and studies;
new phenomena and problems which could appear in the future;
international cooperation: its cultivation not only in CEE countries, but also within the EU and Europe focusing on EU quality parameters;
integration of scientific research elements into processes of studies, training and qualification improvement, internationalization of scientific research on education and training of civil servants;
development of a democratic spirit in the context of 21st century values in the process of qualification development;
exploratory training needs analysis, according to the demands of public administration in the future.
The results of the WG will be attained by preparing:
practical recommendations for an internationalization and networking process of civil servants‘ training and education systems: these recommendations will be published on Internet and widely disseminated in the EU and CEE countries;
scientific publication, where Conference reports will be summarized;
scientific articles in the journal „Public Administration“ (Lithuania), which is published by the Lithuanian Public Administration Training Association.
