Evidence-Based Public Policy Making
The Working Group started in 2008 as a Panel Session on Policy Analysis Issues and became an annual Working Group based on the increased demand. The wide variety of papers and many participants confirm the strong interest in the region's evidence-based policy-making and policy analysis. Thus, the WG continues to support the scientific development of new ideas in public policies and encourages experience and knowledge exchange on how academics can meet the urgent needs of public servants and civil society.

Call for papers
WG Background and Rationale
The Working Group started in 2008 as a Panel Session on Policy Analysis Issues and became an annual Working Group based on the increased demand. The wide variety of papers and a large number of participants confirm the strong interest in evidence-based policymaking and policy analysis in the region. Thus, the WG continues to support the scientific development of new ideas in public policies and encourages experience and knowledge exchange on how academics can meet the urgent needs of public servants and civil society.
The goal of the WG
is to focus on discussions and debates around capacity challenges, professional, evidence-based public policy-making, policy advocacy and communication in the countries embraced by NISPAcee, and not limited to the institutionalization of public policy analysis procedures and concrete remedies for those challenges. In today's uncertain situation, public administration faces a huge need to know that approved interventions work and bring the intended results in climate change mitigation, sustainability, wider digitalization, high-level education, increasing defence spending and people-powered government.
All papers shall include, at least, but not limited to the following sections: introduction; background of the chosen issue; literature review; the objective of the study; research methodology; analysis; main findings and policy implications; ideas and recommendations for further research.

Dr. Jaroslav Dvorak is Head of the Department of Public Administration and Political Sciences and has longstanding research experience in evidence-based public policy making. He has also prepared and published scientific publications on these subjects. Jaroslav Dvorak is the coordinator of the three study programmes: Bachelor in Public Administration, Master in Regional Governance, Master in National Security Studies. Jaroslav Dvorak contributed to the preparation of the Inventory of the Public Administration profession for the Study Quality Assessment Centre in Lithuania.
He is visiting assoc. professor at University of Johannesburg, South Africa. Jaroslav Dvorak is involved in the editorial board of international scientific journals. Some recent publications can be found in such books: City Diplomacy (2020) Palgrave Macmillan Series in Global Public Diplomacy; The Routledge Handbook of Nonprofit Communication. He is chair of NGOs council at Klaipeda city municipality and member of the research board at People Powered.
Mihaela Victorita Carausan

Mihaela V. Cărăuşan held positions in the government; in the nongovernmental sector; and in academia. Presently, she is Vicedean at the Faculty of Public Administration, National University of Political Studies and Public Administration and Executive Director at the Association Centre of Academic Excellence.
Her professional development includes trainings followed at the Centre International de Formation Européenne from Nice, France (1998), Venice Commission – Council of Europe (2001 and 2007), the Romanian Institute of Diplomacy (2010) and Complutense University of Madrid (2013).
Lesya Ilchenko-Syuyva

Associate Professor, Kyiv-Mohyla School of Governance, National University of Kyiv-Mohyla Academy, Ukraine. Lesya worked for the Economic Policy Department, National Academy of Public Administration, Office of the President of Ukraine for more than 20 years. She worked as an adviser in policy analysis and financial policy for various technical assistance projects provided by USAID, CIDA, and UNDP and participated in training projects provided by Wales University, World Bank etc. in CEE and Balkan countries.
She has wide experience in designing and delivering training courses for multi-ethnic groups. She has more than 100 publications which include monographs, articles, and research and policy papers.
