Public Administration Reform in CEE, Caucasus and Central Asia

Central and Eastern Europe (CEE), Caucasus and Central Asia, have faced a myriad of challenges in recent decades, from economic crises and political upheavals to natural disasters and health emergencies. These crises often require complex, multi-level governance responses that span local, national, and international boundaries. As such, understanding the effectiveness, coordination, and adaptability of crisis management mechanisms in this diverse region is crucial for improving future responses and resilience.

Call for papers



Central and Eastern Europe (CEE), the Caucasus and Central Asia have faced a myriad of challenges in recent decades, from economic crises and political upheavals to natural disasters and health emergencies. These crises often require complex, multi-level governance responses that span local, national, and international boundaries. As such, understanding the effectiveness, coordination, and adaptability of crisis management mechanisms in this diverse region is crucial for improving future responses and resilience.


This Call for Papers seeks to explore the multifaceted nature of crisis management and governance in Central and Eastern Europe (CEE), the Caucasus and Central Asia. We invite researchers, practitioners, and policymakers to submit papers that address theoretical, empirical, and practical aspects of crisis management within the context of multi-level governance structures.
We encourage submissions on a range of topics related to crisis management and multi-level governance, including but not limited to:

1.Governance Structures and Processes:

  • Comparative analysis of crisis management frameworks across CEE, Caucasus and Central Asia
  •  Role of different governance levels (local, national, supranational) in crisis response.
  • Case studies of successful and failed crisis management strategies.

2.Coordination and Communication:

  • Inter-agency and intergovernmental coordination mechanisms.
  • Public communication and information dissemination during crises.
  • Impact of international organizations and NGOs in regional crisis management.

3. Policy and Institutional Responses:

  • Analysis of policy adaptations and reforms in response to crises.
  • Institutional capacity and resilience in the face of emergencies.
  • Impact of political and economic factors on crisis management policies.

4. Crisis Preparedness and Mitigation:

  • Strategies for enhancing preparedness and resilience at various governance levels.
  • Risk assessment and mitigation strategies in different sectors (health, environment, security).
  • Role of community involvement and grassroots initiatives in crisis preparedness.
5. Lessons Learned and Best Practices:

  • Evaluation of past crises and lessons learned for future management.
  • Identification of best practices and innovative approaches in crisis governance.
  • Impact assessment of crisis management interventions on affected populations.

Submission Guidelines:


Abstracts: Please submit a 300-500 word abstract outlining your key research question, methodology, and expected outcomes .

Full Papers: Invited authors will be asked to submit full papers by April 10th 2025. Manuscripts should follow the NISPAcee Guidelines.

Review Process: All submitted papers will undergo a peer-review process. Authors will be notified of acceptance in the NISPAcee Portal.

 The sessions of our WG are expected to be highly engaging. Participants are strongly encouraged to discuss their findings and recommendations, network and share their insights and knowledge with a multi-culturally rich community. The most qualitative and innovative research focusing on the CEE, Caucasus and Central Asia will be fast tracked for publication in a collective (internationally peer-reviewed) volume.

Dr. Diana-Camelia Iancu

Camelia Iancu is Dean of Public Administration at the National University of Political Studies and Public Administration (SNSPA Bucharest, Romania). She is IAU Fellow and expert of the Group on the European Charter of Local Self-Government at the Council of Europe. Diana has an active interest in educational policies and she is member of different quality assurance bodies and accreditation committees focused on public administration education and training: EAPAA (European Association for Public Administration Accreditation), ICAPA (International Commission on Accreditation of Public Administration education and training programs) and ARACIS (Romanian Agency for Quality Assurance in Higher Education). 

Diana Iancu holds a PhD in Public Administration (2018) and she is associate professor in Comparative Public Management in SNSPA Bucharest. She has previously worked for Radboud University, Nijmegen School of Management (the Netherlands) and assumed different academic assignments in Slovenia, France, Spain, USA and Greece. Her research interests include political-administrative relations in transitional democracies, local government development and sustainability in higher education.



Dr. Veronica Junjan

Assistant Professor at the Department of Public Administration, Faculty of Behavioural, Management and Social Science, University of Twente, Enschede, The Netherlands. Her current research focuses on investigating decision-making processes and public performance management, particularly within the mechanisms and dynamics of public sector reform associated with EU multi-level governance. Since 2008 she has been involved as co-Chair in the coordination of the work of, first the Panel, then the Working Group on Public Administration Reform in Central and Eastern Europe and Central Asia.



Dr. Bakhytzhan Kurmanov

Dr. Bakhytzhan Kurmanov is a research fellow at the Institute of Public Policy and Administration at the University of Central Asia (Bishkek, Kyrgyzstan). His research interests concentrate on open government and citizen participation, digital activism, authoritarian politics, social and economic policy, and memory politics, with a focus on Central Asia. Dr. Kurmanov’s work has appeared in leading journals such as the Journal of Eurasian Studies, The Information Society, Post-Soviet Affairs, Journal of Contemporary Asia, Central Asian Survey, International Journal of Educational Research, and Asian Development Review. 

Previously, he was an Assistant Professor at the International School of Economics at Maqsut Narikbayev University (formerly KAZGUU University) in Astana, Kazakhstan. Dr. Kurmanov holds a PhD in Public Policy from Nazarbayev University (2021), an MPA from the Australian National University (2013), and a B.A. from York University in Toronto (2011).
