Human in Public Administration

We are pleased to present a call of a new Working Group titled "Human in Public Administration," designed as a multi-year project within the framework of the international NISPAcee Annual Conference, starting from 2025 in Bratislava.This  Working Group (WG) "Human in Public Administration" focuses on the interplay between global phenomena and individual experiences within public administration contexts. This area of research is critical due to the increasing complexity and interdependence of global issues such as globalization, technological advancements, economic and climate crises, and geopolitical tensions. These factors significantly impact the daily lives of citizens, necessitating a thorough examination of their effects on public administration systems.

    The Working Group (WG) "Human in Public Administration" focuses on the interplay between global phenomena and individual experiences within public administration contexts. This area of research is critical due to the increasing complexity and interdependence of global issues such as globalization, technological advancements, economic and climate crises, and geopolitical tensions. These factors significantly impact the daily lives of citizens, necessitating a thorough examination of their effects on public administration systems.Our WG is emphasizing the ethical imperative of treating humans as ends in themselves, aligning with Immanuel Kant's moral philosophy, which asserts that individuals should be treated as ends, not merely as means. This ethical framework will guide the WG's analysis and recommendations, ensuring that public administration practices prioritize human dignity and well-being.The Working Group on "Human in Public Administration" invites submissions for its 2025 theme, focusing on "Ethics, Values, and
    Responsibility in Public Administration." This call for papers seeks to gather innovative research, case studies, and theoretical contributions that explore the ethical dimensions, core values, and responsibilities inherent in public administration. We aim to foster a comprehensive understanding of how these elements influence people, administrative practices and public trust.


          We strongly encourage both theoretical and empirical submissions. The sessions in 2025 will be highly interactive, offering participants an opportunity to discuss their findings and recommendations, build professional networks, and exchange insights within a multicultural and interdisciplinary community.We look forward to your participation and to the invaluable contributions you will bring to this vital dialogue.


          Theme Description:

          1. Ethical Aspects of Public Administration:o Analysis of ethical challenges and dilemmas in public administration.o Evaluation of ethical frameworks and their application in administrative contexts.o Case studies highlighting ethical decision-making in public administration. 

          2. Role of Values in Guiding Administrative Decisions and Practices:o Research on the influence of values such as integrity, transparency, and accountability.o The development of value-based frameworks for public administration.o Comparative studies of value-driven administrative practices across different regions. 

          3. Administrative Responsibility and Its Impact on Public Trust:o Examination of the concept of administrative responsibility.o Impact of responsible governance on citizen trust and engagement.o Strategies for enhancing accountability and responsibility in public administration.

          Review and Publication:

          All submissions will undergo a peer-review process. Selected papers will be presented at the NISPAcee Annual Conference in May 2025 and considered for publication in e-Proceedings or the NISPAcee Journal of Public Administration and Policy (after peer-review process).

          Patrycja J. Suwaj is Director of Institute of Administrative Law and Procedure at the Jacob of Paradies University, Gorzow Wielkopolski, Poland. For 12 years already she is also administrative judge in Administrative Court in Szczecin.

          Patrycja has an active interest in different disciplines, such as: administrative law and procedures, public administration, anticorruption, but also public management and communication. Apart from being academic and judge, she is also expert and trainer working for: e.g. Council of Europe, UN, in global environment (e.g. Ukraine, Armenia, Georgia, Morocco, Tunisia).

          Patrycja J. Suwaj is also former NISPAcee Steering Committee member. She has previously worked for Bialystok University (Poland) and Bialystok School of Public Administration (Poland) and assumed different academic assignments in Spain, USA, Belgium, Netherlands, Hungary, Republic of South Africa and China). Her research interests included broad aspects of preventing corruption, e.g. impartiality of PA, conflict of interest in PA, currently concentrate on human towards public administration and administrative court as well as challenges for administrative judges.



          Hans-Joachim Rieger

          After studying mathematics, physics and education at the Technical University of Darmstadt, Hans-Joachim Rieger initially worked there as a research assistant before joining the DBB academy as a project manager and lecturer.
          He has held management and leadership positions there for over thirty years, and for many years he has been responsible for the organization and finance areas as a member of the management team. With extensive experience in national and international project business, he is a driver of digitalization, both in terms of internal work processes and in the areas of teaching and learning.
