On the one hand the economic
development
necessitates stable and professional administrative systems. On the
second hand, do exist the opportunities for this normative realisation
in an environment
of frequent change and prolonged uncertainty? Working
Group intends to deal with the often unpredictable nature of the CEE/FIS
transitional context. It will explore the consequences of large-scale
changes and prolonged uncertainty (i.e. in a political, economic, and
systemic sense, etc.) in CEE/FIS countries on administrative behaviour
and thus, on the wider governance environment.

Because the NISPAcee region covers also the islamic countries, this year conference includes the following important questions for the modernisation of the Public Administration of these countries:
- Are there Islamic models of PA?
- Is there an Islamic PA legacy even in secular, and/or formerly Ottoman, societies in the regions?
- Are Globalisation, Westernisation, and Europeanisation challenging Islamic PA, or is it rather the other way round?
- How do the recent
debates about modes and indicators of Governance, and of Non-Western PA,
influence our perception of Islamic PA?
- What does all of this mean for Public Administration Reform?

Topic: Public governance in the turbulent times in and after the
crisis: What can international organisations do?
The financial and economic crisis which hit the world in
2008 triggered some irreversible processes in the inter/national dimensions
which didn't by pass the public sector all over the world. On the contrary in
some countries ware public sector and the welfare state the most affected collateral victims of the
crisis. The main objective of the round table will be to identify and highlight
some of the questions and challenges related to agenda setting for public
sector governance in the turbulent times which are ahead of us and the role of
international organisations in these processes.
