The training will inform potential site visit team members on:
• the EAPAA criteria and procedures for accreditation
• the purpose of the site visit and the role of site visit team members
• some pitfalls in conducting a site visit
All conference attendants are welcome, however, a potential academic EAPAA site visit team member:
• is a senior public administration scholar (full or associate professor);
• has more than 5 years of experience in public administration teaching on the master level;
• has preferably experience with programme evaluation and/or accreditation;
• is willing to serve in an EAPAA site visit team abroad (2-3 days) while only the travel and lodging costs are covered;
• has some international experience; is speaking English, German or French.

In line with the general theme of the
conference, the Working Group on Local Government focuses on
the relationship of regionalisation and local governance in Central and Eastern
Europe (CEE) and the Commonwealth of Independent States (CIS).
Both
the functional needs of public administration and the requirements of the EU
structural funds led several countries in CEE to establish or to reform the middle
level between the central and local government tiers.
The general aim of the working goup is based on the reflections of the CEE or CIS problems, regional–local
relationship live up to the normative expectations and highlight of the similarities and differences
between countries or regions.

The Working Group seeks to start cross-countries discussion and encourage people
from different countries holding different backgrounds to present and discuss
various models Human Resources (HR), commonalities and differences among CEE states
comparing to Western countries. The goal is also to start practical input and
experience exchange for the implementation of a selected precise HR Instruments
in different countries and a critical analyse of their impact as well as new
strategies in civil service.
Topics of the working group for this year are linked to concepts of HR policy and strategy in civil services and performance of training, tools and instruments for public servants.

The main priorities of the Working Group are focused to the following issues: progressive experience of public
administration studies and civil servants training accumulated in the world

Despite the fact that in recent years there has been asignificant
effort to improve decision-making within the public sector by developing
capacity in policy analysis in CEE, Central Asia and Caucasus countries, public
policy analysis as the basis for evidence based policy is still in its initial
stages. Many countries are still heavily reliant on donor assistance and there
continue to be issues both on the demand side (how much governments genuinely
want evidence-based policy advice) and on the supply side (e.g., skilled policy
analysts within government bureaucracy, teaching institutions, think tanks).
In the light of the main conference theme, the Working
Group has decided to tighten its focus and become a vehicle for discussions and
debates around capacity challenges to
professional policy analysis and concrete
remedies for those challenges. Multi-level governance and inter-regional
cooperation require as well as further the capacity for professional policy,
e.g. in the area of EU cohesion policies, and thus provide fertile ground for
further improvements on these issues.

The colloquium intends to induce a
discussion between practitioners and academics. It is not about
discussing the quality of research papers, but about actual developments taking
place in Public Administration in the NISPAcee region which are interesting to
discuss from a pragmatic as well as an academic perspective.
After a short presentation by a scholar on a specific
topic a extensive discussion will follow whether the developments in the public
sector as sketched by the presenter are visible in the respective countries of
the practitioners, what they see as background factors, what problems they
experience and which solutions are sought in their countries. Therefore, it
will not be a scholarly but an academic discussion. It is not about listening
to presentations, but about participating in a debate what the topic implies
for the practitioners. The goal is that practitioners can learn from the
experiences from the countries of other participants, from best practices, good
practices and bad practices; that they can share their own experiences; that
they can bring pressing issues to the fore; and in the end that one of the main
goals of Public Administration, that is bringing academics and practitioners
together, can be achieved.
This year, among others, upscaling the public sector, and
capacity building in the public sector will be discussed.

Since 1-1-2011 EAPAA has new
statutes. No longer public administration programmes can be member of EAPAA.
Instead EAPAA now has two corporate members: EGPA and NISPAcee. However, the communication
between EAPAA and public administration programmes that have interest in accreditation
is very important. Therefore EAPAA has an Advisory Panel. All EAPAA affiliated
programmes (the former members) explicitly are invited to the Advisory Panel
meetings which are organised during the annual NISPAcee conference in May and the
annual EGPA conference in September.
During the Advisory Panel
meetings information will be given about relevant developments in- and outside
EAPAA on accreditation. Advice will be asked from the participants on certain
issues, and changes in the EAPAA accreditation criteria and procedures will be
explained.

In 2012, ReSPA conducted a study relating to the regional capacity needs of the Western Balkans' public administration, with the overall aim of using the results and findings for future ReSPA work. In addition, this overall aim included the intention to disseminate and share the information obtained from the Capacity Needs Assessment (CNA 2013) with ReSPA member states (Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro and Serbia) and other stakeholders (EC Delegation, etc). The CNA assessment focused on the identification of the needs of public administrations in ReSPA member countries, incorporating all ReSPA programme activities (trainings, networking events, mobility schemes, comparative studies and conferences).
