Introduction
The Regional School of Public Administration (ReSPA) and the National Academy for Public Administration of Serbia (NAPA) will co-organize and moderate a discussion panel, which is organised in the frame of the 31st Annual Conference of the Network of Institutes and Schools of Public Administration of Central and Eastern Europe (NISPAcee). The panel will tackle the following topics: innovative public services, strategic foresight in the public sector, management of innovation in public administration and innovative capacity of civil servants, capacity development on innovation & foresight, management of public policy and innovation, etc.

A bit of context
The pandemic, the new war, energy, fuel and prices’ crisis and other events demonstrate the systemic nature of risk and highlight the need for resilient and anticipatory governance. It means being capable of preparing for future uncertainties—rather than only responding to what has already happened. Strategic foresight can be used to advance anticipatory governance to achieve overall economic and societal development. For this, governments must be anticipatory by nature. Anticipatory governance, which applies foresight, covers all institutional processes in decision-making, planning, and implementation of policies. For the resilience of the public sector, the essential is moving beyond the silos: working together to make faster, inclusive, and holistic decisions.

Therefore, governments must be able to break away from a siloed approach to work as the complex and systemic nature of the work we are currently involved in requires this. Especially the structures within the centers of Governments must fully embrace their integrator role, both externally with partner organizations and internally within the government’s current structures, and build an infrastructure of shared ownership and sustained long-term collaboration.

The main actors of the session
This panel will strive to address building resilient government, organizations and society to address crisis through strengthening strategic foresight and innovation. Participants would be representatives of various administrations from the Western Balkans, representatives from EU Member State (Estonia) which made progress in building a resilient government and representative of the EC Competence Center on Foresight (tbc).  

Indicative scenario

The session will be moderated by Gentian Xhaxhiu, ReSPA and Kristina Pekec, NAPA.

1.    Moderators to kick off the session and set the scene (context) – 5 minutes

2.    Moderators to pass the floor to Ms. Anni Lehari, Public Sector Innovation, Strategy Unit, Government Office of Estonia – to provide a comprehensive presentation on how Estonia deals with public sector innovation and strategic foresight. 20 minutes. In the end of the presentation, the audience may have questions for Ms. Lehari.  

3.    Moderators to pass the floor to Thomas Hemmelgarn, Head of Unit at the Joint Research Centre, EC, to provide a presentation on the importance of the strategic, future-oriented and anticipatory culture in policymaking process, its status in the EU policy-making, the role of the JRC, etc. Foresight is important also in view of other megatrends such as green transition, maybe you also bring some of those in this discussion. 20 minutes. In the end of the presentation, the audience may have questions for the speaker.  

4.    Panel discussion (50 minutes). Designated representatives from ReSPA member administrations will present their experience gained from recent crisis and actions undertaken by their administrations in building resilient governments so far, their plans to strengthen resilient governments, resilient organizations and society, the obstacles faced, and what kind of support they need on their way to build resilient organizations.

Question for representative from Albania (Elisa Stamo, Head of Unit, National Authority of Electronic Certification and Cyber Security):  As of May 2022, Albania shifted all the public services online, and this was a clear sign of innovation. However, the cyberattacks which happened in the summer last year put the whole system in danger and some physical counters were back. This leads us to the question: Can Governments deliver services without interruption during a crisis and in a dynamic context? Do they have the required infrastructure? Tell us more on the measures that Albania is undertaking to make this happen…

Question for representative from Bosnia and Herzegovina (Sabahudin Suljevic, Expert advisor for information technologies and Service Delivery, PAR Coordinator Office):
As strategic foresight often entails looking into the new trends and anticipate the impact of their use and application are there preconditions in the PA of BiH to ensure the application of new trends (emerging technologies) and in which ways it could contribute to the resilient systems of digital services?
How the strengthened interoperability can contribute to more resilient public administration?

Question for representative from Montenegro (Vesna Simonovic, Head of Division for Digitalization and eGovernment, Ministry of Public Administration):
In the summer of last year, Montenegro also experienced a strong cyberattack on IT infrastructure. Can you give us more insights on lessons learned after this attack and how you plan to build a more resilient government?  

Question for representative from North Macedonia (Kalinka Gaber, State Advisor, Cabinet for Policy and Strategic Development and Coordination):
In the first half of 2022 MISA evaluated its PAR Strategy and the Action Plan (AP) for the period 2018-2021. This evaluation served as an input for the development of the new PAR Strategy for 2023-2030 and AP. The Strategy was also sent to the EC for the opinion. Were there any innovative ways of Strategy development that differ from the development of the previous one and if so, what are they?  How will this Strategy and its AP contribute to building resilient institutions in PA of North Macedonia?

Theme

Accreditation has become one of the foremost mechanisms for quality control in higher education. In a process of accreditation, a third party (that is, neither the programme or institution itself, nor its funder) assesses the quality of an educational institution or programme on the basis of certain standards. While it is mostly seen as a technical and rather bureaucratic process, it does implicitly raise questions about the nature of Public Administration (PA) education and what constitutes good practice. Although such questions pertain to all types of programmes, they are especially vexing in fragmented fields such as PA education, where there is no mainstream understanding of the discipline. Despite such inherent hurdles, accreditation in PA has existed for several decades and is expanding globally.

 

The panel will bring together representatives from the European Association for Public Administration Accreditation (EAPAA) and leading programmes in the field of public administration to discuss how accreditation contributes, or could contribute, to the professionalisation of public administrators in Europe. For example, how do the criteria and process of accreditation stimulate andreinforce the professional valuesof public administrators (e.g. integrity, objectivity and a commitment to the public interest). Do the criteria and process of accreditation encourage the development of professional and managerial skills among public administrators (e.g., professional skills in using strategic management, performance management, public finance)? To what extent do the criteria and process encourage alignment with merit-based civil service organisations?

 

In discussing these questions, the panel will highlight and analyse the potential of accreditation and, more broadly, external quality control in public administration education.

Introduction

The Regional School of Public Administration (ReSPA) and the National Academy for Public Administration of Serbia (NAPA) will co-organize a workshop Digital transformation and artificial intelligence in Public Administration, within the frame of the 31st Annual Conference of the Network of Institutes and Schools of Public Administration of Central and Eastern Europe (NISPAcee). The Workshop will tackle the issues of using AI in public administration combining the presentations of the experiences from EU and developments in WB. Regarding EU angle,  examples will be shared of the selected relevant practices from EU focusing on benefits, challenges and lessons learned to date. In the following session, after two presented cases from Serbia and North Macedonia, the moderated dialogue with participants will shed the light on the prospects of deploying AI in public administrations in the Western Balkans looking more closely to the issues of: current situation, needed preconditions, envisaged challenges, key opportunities and threats for future application of AI in public administrations in WB.

A bit of context

AI can play a significant role in the modernisation and overall improvement of the functioning of public administration. At the same time, however, a guarantee of the transparency, correctness and security of the processed data is also fundamental. Therefore, the possibility of implementing AI in the operation of public administration is limited by the principle of legality and the need to ensure a high degree of reliability of technologies used, as well as the need to ensure respect for citizens’ rights. Public administration is, as a result, confronted with specific challenges in the deployment of AI as the use of these techniques poses specific problems relating to the principles of good governance.

According to the early draft of the ReSPA Regional Study on Digitalisation and selected available  sources of information, the situation of using the AI in public administrations of Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia differs at the end of 2022. While in Albania, the Digital Agenda 2022-26 intends to integrate modern technologies, such as block chain and AI, in Bosnia and Herzegovina there is no strategic approach while few services have been developed at the local level. Regarding Montenegro no commitment has been identified regarding the deployment of AI in public administration by the end of 2022. In North Macedonia AI is part of the National ICT Strategy that was publically presented at the end of 2022.,while National Population Register works without human interaction and first AI service is developed by Ministry of Information and Public Administration. Serbia is far more advanced in the region of Western Balkans, by having the National AI Development Strategy 2020-2025 and several services developed and functioning. The Institute for Artificial Intelligence Research and Development of Serbia works as centre of excellence in scientific research and technology transfer related to machine learning and artificial intelligence while collaborating with several public administration organisations.

Given this condensed status on the level of using AI in public administrations in the WB on one side and growing interest of the governments but also users for the services enabled by AI, on the other side, the  Workshop will focus on main, most important elements of deploying AI in public administration based on accumulated experiences in EU as well as on developments and issues envisaged as relevant for WB public administrations.

Format: Introductory and two sessions, including the introductory presentation to the second session.

Introductory: Designated representatives from ReSPA (Olivera Damjanovic) and NAPA (Kristina Pekec) to kick off the workshop and set the scene (context) and to pass the floor to Collin Van Noordt, 5 minutes

Session 1, 37 minutes

EU practices on deploying AI in public administrations – different approaches and lessons learned. This session will be moderated by the expert Collin Van Noordt, Programme Director for AI, Digital Nation, Estonia
This session will tackle different approaches in deploying AI in EU public administrations and main lessons learned to date derived from selected EU practices.
This the non-exhaustive list of the questions that will be captured in the session:
Different approaches and what worked well, the importance of strategic development?
What are main issues that can be identified as "common issues”, risks involving security and ethical concerns?
Piloting- "pros” and "cons”, using private sector know-how, viability and challenges?
Ensuring participation of users in developing AI services?
Recent debates on safe use of AI in EU?

Moderated dialogue (27 minutes) What can WB learn from EU experiences and is the WB ready to start with using AI in public administrations to bigger extent? - moderated by Collin Van Noordt, Programme Director for AI, Digital Nation

The session will start with the showcase of two practices from Serbia and North Macedonia with comments provided by expert. The expert will initiate the dialogue by providing brief information/hints on the situation in each public administration in WB while the selected participants (public officials dealing with digital transformation/AI) will be asked to reflect on it, provide new/recent information (if any) and share opinions on needed preconditions for intensifying use of AI in their public administrations. The expert would lead the dialogue and highlight the arguments of needed preconditions, envisaged challenges, avoiding the "errors” from EU practices, possibility for WB public administrations to learn from each other at this stage etc. Possible ways forward would be discussed at the end of the moderated dialogue.

A picture of the White Angel of Mileseva was sent as a message in a satellite broadcast signal from Europe to America after the Cuban Missile Crisis, as a symbol of peace and civilization.

NISPAcee’s 2023 Conference deals with emerging technologies such as digitalization impacting wide-ranging aspects of public administration and becoming mainstream in practice and theory. Looking into the future however, there are other elements of technological development such as Artificial Intelligence (AI), which are becoming more and more widespread and accessible to a broad range of stakeholders, including citizens. The proliferation of such technologies requires continued scrutiny of both the existing lingering topics in PA as well as their reimagination through the prism of the imminent impact of AI on public administration.

 

The existing nascent but growing public administration academic literature on AI identifies three broad areas where AI is likely to have a significant impact:

  • jobs;
  • decision-making and governance, especially in such sectors as education, energy, defense and security, public relations, healthcare and job safety; and
  • ethics, privacy, trust and satisfaction.

These areas are, at the same time, essential pillars of democratic societies and their governance, which underpins our intention to scrutinize the actual and possible ways, in which AI is or may be incorporated in public governance and administration, as well as the actual or possible impacts of this process.

 

Looking ahead, PA specialists, experts and practitioners alike, should envision the areas of opportunities and red lines, strengths and weaknesses before the full-fledged onset of the use of AI technologies in public administration and governance. As AI instruments frequently reflect the biases of their creators and, even more, of the societal practice in which they are embedded, it is important to reimagine lingering issues in public administration from philosophical, theoretical or ontological perspectives to contribute to the minimization of malignant biases and preclude their institutionalization. It is especially important to envision ways in which technological advancements are not used to strengthen authoritarianism and limit personal freedoms, including privacy issues.

 

We can already sense that AI rapid advancements make it hard for public or private sector to keep up with the pace. This promises the future to be full of challenges at the level of political leadership and public administrators as well as private sector corporate managers.

 

This roundtable provides an opportunity to compound and amalgamate the findings of the Nispacee Annual Conferences in Beograd (2023) into theoretical and practical perspectives for the PA in the looming age of AI.
