Short panel description and programme
ReSPA panel at the 29th NISPAcee Annual Conference will be devoted to presentation of the main developments of utilization of Regulatory Impact Assessment (RIA) in the policy cycle and legislation preparation within Western Balkan administrations, taking into account the requirements from the EU accession process as well. A special emphasis shall be put to the public consultation and engagement of citizens in these processes, in line with the main topic of the conference. During the panel, the different modalities and state of art for conduction of RIA and public consultations will be briefly presented, while further thoughts and ideas will be discussed on:
- Necessity to improve the RIA systems and implementation through strengthening the regulatory and methodological frameworks and provide support to RIA from senior political leadership;
- RIA and EU integration process (short term): at what level is RIA a key process to ensure transposition and implementation of the EU Acquis, taking into account that transparent processes can be monitored. RIA as a tool to strengthen a country negotiation position (derogations/exemptions; implementation deadlines; funding)
- RIA and EU integration process (long term): aiming to build an administrative culture and system of decision-making based on evidence, create a responsive administration used to interaction with key stakeholders, prepare for the formal role in the EU decision-making process before EU accession takes place;
- Public and stakeholder consultation: how can the administrations in the region boost public and stakeholder consultation. What is the role of civil society organizations in these processes;
- Necessity to strengthen the mandate and capacities of RIA oversight and quality control bodies as well as the final quality check – how to reach this;
- Necessity for capacity development in the Western Balkans administrations related to evidence-based policy making, impact assessment and public consultations. Ideas on strengthening Better Regulation in the WBs.
The moderators will make a brief introduction of the topic and state of art in the Western Balkans, and then each panelist/speaker will:
o make a presentation of the RIA and public consultation processes in their own administrations;
o be responsible for providing input (remarks, ideas) to pre-determined topics related to evidence-based policy making processes (see bullet points above).
